Under general direction from the Director of Financial Planning & Innovation, manages, organizes and implements a variety of financial planning and analytical activities, including the long-range financial plan, budget process administration, cost of service-based rate development, investment portfolio management, finance policies & procedures, and debt issuances. The Financial Planning Manager is a lead technical role responsible for ensuring accuracy in the District’s financial modeling.

- Direct the preparation of the District-wide Operations & Maintenance, Water Efficiency Fund and Capital Improvement Program budgets and related documents, which includes input from all departments; present final draft budgets to the management team, Administrative Committee and the Board of Directors; incorporate final changes and prepare final budget for publishing.
- Manage the District’s rate-setting process and lead efforts to ensure compliance with requirements of Proposition 218 relative to rate-setting.
- Manage the District’s financial planning and cost of service models; oversee the updating of the models for regular rate reviews and run scenarios as requested to support District financial decisions.
- Work collaboratively with the District’s Data Team to improve financial forecasting and monitoring of key financial metrics.
- Manage financing as directed; support the sale of general obligation bonds, certificates of participation and revenue bonds as well as short-term financing, such as warrants, assessment bonds, grants, connection fees and taxes.
- Analyze revenues and expenses versus budget on a monthly basis. Forecast revenues and expenses for the fiscal year.
- Prepare financial reports; collect and report financial data; review documents; analyze the District’s financial position.
- Attend Board of Directors and Committee meetings providing input and expertise relative to finance projects; prepare and present fiscal data at Board and Committee meetings; prepare related agenda items.
- Perform a variety of research, analysis and reporting on various segments of the District’s operations; collect and analyze data including information on current District practices, policies and procedures; identify, investigate and make recommendations for changes as necessary; perform cost benefit analysis on proposed changes.
- Stay current with technology in order to ascertain the most efficient system improvements and assume responsibility for the implementation of new technology; develop computerized program improvements; define required changes and coordinate with the IT Department when appropriate for support during implementation.
- Assist in the development, administration, and enforcement of District policies and procedures as approved by the General Manager and the Board of Directors; ensure compliance with all applicable federal, state and local laws and statutes related to the implementation of programs and projects at the District; assist employees with the interpretation and application of existing and new policies and procedures.
- Manage assigned staff by participating in their selection, guidance, and training; regularly reviewing and evaluating performance; writing annual performance appraisals while providing clear goals, expectations and professional development opportunities for the coming year; recommending merit increases, reclassifications, or disciplinary actions.
- Manage, plan, organize, and integrate the work activities of assigned staff; provide day-to-day leadership and work with staff to ensure a high-performance, collaborative work environment; conduct regular staff meetings; ensure staff observes and complies with all District and mandated safety rules, regulations, and protocols; oversee time management and ensure time sheets are completed accurately and submitted in a timely manner.
- Attend outside agency meetings as designated by the General Manager, Assistant General Manager, and/or Deputy General Manager.
- Represent the District at public and professional organizations, as well as on committees/workgroups of other water agencies.
- Attend and participate in professional group meetings; maintain awareness of new trends and developments related to job responsibilities; incorporate new developments as appropriate.

- Equivalent to a Bachelor’s degree from an accredited college or university in Economics, Statistics, Finance, or related field.
- Work experience in the financial planning, cost of service-based rate setting and data analytics fields, which includes supervisory and project management experience that would support the effective performance of the essential job functions.
- Knowledge of complex financial forecasting principles used in the development of financial plans, budget documents, rate studies, and administration.
- Must have significant experience with governmental budgeting, financial reporting, accounting and financial management; audit principles and practices; cost of service-based rate setting; laws and regulations relating to the financial administration of public agencies and utilities.
- Must be able to use computerized financial systems (ERP) and Microsoft office software.
- Must be able to organize, prioritize, and work on simultaneous assignments with attention to detail and required deadlines.
- Knowledge of principles and practices of employee supervision, including work planning, assignment review and evaluation, discipline, and the training of staff in work procedures; District personnel rules, policies and labor contract provisions; public administration, including budgeting, purchasing and maintenance of public records.
- Possession of a valid California driver's license and maintenance of a safe driving record.
