Overview

The Opportunity:

Multnomah County's Health Department is seeking a highly skilled and experienced Human Resource Manager Senior. Health Department Human Resources supports a workforce of over 1900 staff at various work sites where Public Health, Behavioral Health, Corrections Health, Integrated Clinical Services, and Finance/Business Services operate. The Human Resource Manager Senior is a key leadership position responsible for developing and executing organizational human resources strategy, supporting the development of an effective Department leadership team, and ensuring the department’s outcomes are achieved. The role ensures the HR system is effective and efficient in its design and operation, embracing and promoting a customer-centered philosophy and maintaining partnerships with labor unions and community collaborators. The Human Resource Manager Senior provides expertise, consultation, and leadership to ensure a highly skilled and diverse workforce is hired, supported, and retained while upholding the department's core values of equity and inclusion.

Responsibilities In This Role Will Include

Employee and Labor Relations

  • Serve as a key consultant in the department as it relates to employee relations, investigations, grievances, team development, employee and supervisor performance management and coaching, and providing conflict resolution and mediation.
  • Monitor and report to senior leadership on all investigatory trends and metrics. Provides guidance to Senior Human Resource Analysts (Sr HRAs) on casework, including consultation as needed.
  • Manages the Protected Class Complaint process for the Health Department and senior human resource analyst to respond to all grievances, employee complaints, and personnel matters in accordance with contract language and employee personnel rules.
  • Serve as the department liaison for Labor Relations (LR), County Attorney's Office, and Central Human Resources. Serve as the subject matter expert for the development of contract negotiations, Memo Of Exceptions, exceptions to contracts, etc.
  • Coordinate and lead union meetings, including Employee Relations Committee, Nursing Employee Relations Committee, and other like committees.
  • Maintain ongoing meetings with the various stewards of each union and key staff to communicate concerns, trends, employee or team concerns, etc., to remain an active partner in providing a respectful place to work for everyone.

Leadership and Direct Management

  • Manage the Health Department Human Resources workforce. Directly manage the Human Resources Deputy Director, Employee Relations Manager, and the Workforce Infrastructure team.
  • Provide leadership and guidance in complex situations, exercising sound judgment, including grievances, and utilizing effective communication skills to support high-level leaders and lead a large HR team.
  • Prioritize equity and balanced workforce initiatives in partnership with the Workforce Infrastructure team, the Equity Manager, and the Office of Diversity and Equity (ODE).
  • Align visions and priorities with county-wide and departmental priorities. Manage county-wide implementations and ensure the Health HR team is prepared and capable to support change.
  • Manage and maintain the Health HR budget, including funding for professional development.
  • Assign special projects and HR Roadmap responsibilities to the team as needed.
  • Responsible for the performance management of the Health Human Resource team.

Divisional Support and Strategic HR Guidance

  • Serve as a Human Resources subject matter expert on organizational restructuring or operational needs within the Health Department.
  • Serve as the Health HR Department representative for service and program-specific policy revisions.
  • Partner with leadership and manage human resource seniors employee for the development needs of Health employees.
  • Provide consultation and guidance on non-investigatory staffing and workplace challenges to the Senior Leadership Team (DLT) and be a member of the DLT team for department strategic plans, etc.
  • Play a key leadership role in helping the department proactively meet expectations in the Workforce Equity Strategic Plan and meet or exceed equity and inclusion standards and practices.
  • Attend various divisional leadership meetings and represent the Health HR team on special projects as needed.

Compliance and HR Subject Matter Expertise

  • Oversees staff who partner with privacy leads to ensure compliance with HIPAA.
  • Manage staff who ensure compliance of the ADA interactive process and identify continual process improvement of this process.
  • Serve as the subject matter expert for the interpretation of collective bargaining agreement/contract language, personnel rules and code of ethics concerns or situations.
  • Oversees the departmental team responsible for transactions that are aligned with central guidance for benefits, payroll, time and attendance, FMLA/OFLA, etc.
  • Directs a team for improvements to the performance planning and review process for the Health department to ensure the process is collaborative for employees, goals and career planning.

Minimum Qualifications/Transferable Skills

  • A Bachelor’s degree or equivalent related work experience
  • Three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position.

  • Prior experience in providing executive leadership and guidance with complex situations and grievances.
  • Demonstrated ability to effectively communicate with and support high-level leaders, coupled with experience supporting large HR teams.
  • Demonstrated experience with supporting communities of color and marginalized identities.
  • Transferable skills: Your transferable skills are any skills you have gained through education, work experience (including the military) or life experience that are relevant for this position.
