The Naval Nuclear Laboratory comprises the U.S. Department of Energy locations and personnel responsible for developing advanced naval nuclear propulsion technology, providing technical support to ensure the safety and reliability of our nation's naval nuclear reactors, and training the Sailors who operate those reactors in the U.S. Navy's submarines and aircraft carrier Fleets. The Naval Nuclear Laboratory includes the Bettis and Knolls Atomic Power Laboratories, the Kenneth A. Kesselring Site, and the Naval Reactors Facility which have proudly supported the nation since 1946. The Naval Nuclear Laboratory has nearly 8,000 employees working at primary locations in Pennsylvania, New York, South Carolina, and Idaho. Join the Naval Nuclear Laboratory Project Management team as a Construction Project Manager! Responsible for managing projects, portfolios of related projects, or programs with multiple integrated projects including defining, planning, and ensuring execution of all tasks necessary to meet project objectives. Specific responsibilities included creating and maintaining the project team infrastructure, obtaining necessary resources to staff and support the project, defining project scope and work breakdown structure, developing cost estimates and resources loaded schedules, evaluating change requests and approving or rejecting as appropriate, managing overall costs verses budget, managing subcontracted relationships, identifying and mitigating project risks, interfacing with and integrating the efforts of stakeholders, support personnel and line management to ensure project objectives are achieved.
- Lead responsibility for one or more small projects of a complexity typical of projects with a total estimated cost that is up to $20M.
- Establishes project scope, schedules, work breakdown structure, planning assumptions, and evaluates requests for scope, budget, or schedule changes.
- Develops resources assumptions and teams with line managers to ensure actual resources are allocated to meet project deliverables. Requests additional resources as needed.
- Establishes project priorities in order to meet project deliverables. Reviews resource shifts where required to accomplish project priorities.
- Develops roles and responsibilities for all project stakeholders and takes action to ensure roles and responsibilities are being met.
- Monitors and approves the allocation of resources from project or portfolio budgets.
- Reviews and concurs with project contracts and contract changes. Ensures contract obligations are met.
- Reviews project or portfolio performance metrics and takes appropriate actions with stakeholders and functional line management to correct deviations from plan.
- Responsible for the development of periodic project assessments and communicates status with stakeholders and customers.
- Integrates the work of project team members.
- Reviews selection of personnel assigned to project team and reviews lin manager requests for shifts of personnel in and out of the project team for impact on the project. Teams with functional managers to resolve concerns.
- Provides feedback to functional managers regarding project team member's performance.
- Establishes and manages Project Management Plan and its components (i.e., risk plan, communications plan, change control plan, quality plan).
- Reviews and approves risk mitigation strategies for the project.
- Supports higher level multi-project programs to meet overall program objectives and deliverables.
- Develops project team members to assume increased project support and project management responsibilities.
- Ensures compliance with applicable requirements.
Bachelor's degree from an accredited college or university and a minimum of six years of relevant experience; project management experience required or; Master's degree in a related field from an accredited college or university and a minimum of four years of relevant experience; project management experience required.
PMP certification is desired.
Construction experience is desired.

$93,400 - $140,000 annually
