The primary purpose of North Carolina Emergency Management (NCEM) is to enhance North Carolina's resiliency through active collaboration, communication, and coordination of efficient and effective preparedness, response, recovery, and mitigation of all natural and man-made hazards and threats. It is part of the NC Department of Public Safety (NCDPS).
About Hazard Mitigation:
The primary mission of the Hazard Mitigation Section (HM) is to deliver and support mitigation activities across the State of North Carolina as guided and authorized under NC General Statute 166A, the Robert T. Stafford Disaster Relief and Emergency Assistance Act, and other guiding pieces of legislation. The section completes its mission by developing mitigation action plans at the State and local level, managing, and implementing grants provided by FEMA for protection of NC residents and their property; acquiring, managing, and disseminating geospatial data and flood water information; and managing the National Flood Insurance Program (NFIP) for the State. The Geodetic Survey Section applies state-of-the art methods of precise positioning and advanced geodetic techniques to establish and maintain the official survey base of the state of North Carolina and to support floodplain mapping, boundary determination, property delineation, infrastructure development, resource evaluation surveys, GIS, agriculture and scientific applications.
About the Position:
This position requires advanced level professional work supporting engineers, surveyors and other professionals by serving as a geodetic survey crew chief, performing all aspects of geodetic surveying and survey activities to support the floodplain mapping/flood inundation mapping alert network, supervising members of the survey crew, training other technicians and review the work of members of the survey crew for accuracy. Tasks will require utilizing specialized geodetic and conventional survey methods utilizing specialized equipment, including geodetic quality Global Navigation Satellite System (GNSS) receivers recording signals from navigational satellites, geodetic and conventional leveling equipment, total stations, and gravity meters. This position will perform a wide variety of complex assignments in analyzing, computing, editing, processing of geodetic/conventional survey field data and daily direct the activities of members of the survey crew in data collection of geodetic and conventional surveys.
Work includes reviewing completed field data performed by the field crew to insure completeness and accuracy. Work involves a fairly wide range of independent decision making and use of judgment in the field and geodetic/conventional survey activities. Employee receives project assignments from higher level professionals and directs the survey crew in the field operations to complete the assignments. Position will be responsible for the safety of the survey crew performing field operations in a safe manner and utilizing traffic control when working on or near a roadway. Position will be responsible for the daily operations of the field crew, including administrative work needed to ensure that the office operates efficiently.

Minimum Education and Experience Requirements

Associate’s degree in Civil Engineering Technology, Survey Technology or assigned discipline from an appropriately accredited institution and three (3) years of progressive technician level experience; or an equivalent combination of education and experience.
