The Oregon Child Care Alliance supports licensed child care providers across the state of Oregon in growing their business, connecting with other providers, and streamlining business tasks to save time and increase revenue. The program provides free business training and coaching to childcare providers in English and Spanish.
About this Role
The Oregon Child Care Alliance (OCCA) Program Manager is a key leadership role at Neighborhood House, responsible for overseeing and growing the Shared Services Initiative (SSI), a high-impact statewide program in its fourth year. The initiative is designed to improve early childhood outcomes and strengthen the business and pedagogical capacity of child care providers, particularly those in underserved and rural communities. The Program Manager leads a network of 7 current regions and is responsible for strategic expansion across Oregon, including delivering training and coaching in both English and Spanish through a team of regional partners.
This role serves as the public face and strategic driver of the program and engages with funders, policy makers, and partner agencies to build a sustainable, collaborative statewide infrastructure supporting early childhood education.
Primary Responsibilities
- Provide visionary and policy leadership for the Shared Services Alliance (SSA) - a multi-entity consortium comprised of Neighborhood House, funders, the Oregon Department of Early Learning and Care (DELC), and statewide child care resource agencies, serving as a key thought partner in statewide expansion planning.
- Lead infrastructure development, implementation, and promotion of the SSA mission.
- Establish and maintain strong relationships with clients, donors, partners, and other key stakeholders.
- Collaborate with the Project Advisory Committee and the DELC to lead governance on best practices, policy, and risk management.
- Foster a diverse, inclusive, and engaging environment that motivates staff and ensures effective execution of programs for early education clients.
- Manage budgeting, forecasting, and sustainable revenue development in collaboration with key officers.
- Promote a culture of respect and appreciation for diverse perspectives and backgrounds.
- Stay current on developments and trends in the nonprofit sector, making recommendations for project strategies and implementation as needed.
- Lead regional partners in goal setting and outcomes aligned with the SSA plan and Neighborhood House’s mission and values.
- Oversee third-party contracts, ensuring quality service delivery.
- Foster accountable partnerships with SSA partners.
- Engage in statewide advocacy efforts to support long-term funding.
This position supervises 4 direct reports: program coordinator, business coaches, and administrators.
Required Qualifications:
- Bachelor's Degree or equivalent years of experience.
- Minimum 3 years of experience in childcare, early education, nonprofit business management (related experience in startups or new initiatives is also considered), or a related field.
- Minimum 1 year of supervisory experience, including mentoring, coaching, goal setting, professional development, and performance management.
- Valid Oregon Driver’s License and ability to travel regionally by car at least 8 times per year.
- Strategic business acumen with an entrepreneurial mindset.
- Extensive experience in planning, budgeting, and fiscal management, preferably within early care and education organizations.
- Experience managing early education funding streams.
- Exceptional interpersonal, verbal, and written communication skills, including public speaking.
- Experience as a member of organizational leadership team.
- Experience in business coaching, small business advising, business financial advising, and business strategy.
- Experience in public policy and funding advocacy.
- Experience developing collaborative program partnerships, leading projects and initiatives with a strong ability to manage third-party contracts.
- Experience working cross-culturally.
- Understanding of the challenges facing the child care sector, particularly in underserved and rural communities.
Preferred Qualifications:
- 3 years of supervisory experience.
- Bilingual in conversational Spanish preferred.
