Responsibilities
Financial and Budgetary Support:
- Provide financial, budgetary, and contract support, including performing statistical analysis and preparing analytical reports for senior leadership.
- Apply expertise in budget principles, policies, procedures, concepts, standards, terminology, and financial management systems.
- Review, allocate, and manage acquisition resources while offering expert advice on contract administration.
- Support the program across programming or comptroller shop functions, including planning, programming, budgeting, and execution (PPBE).
- Monitor and report the status of approved, deferred, and released funds.
- Document and track obligation and expenditure rates for committed funds.
- Maintain cognizance of program funds and provide obligation/expenditure performance data for leadership review.
- Contribute to program and budget submissions, including Issue Papers, Research, Development, Test and Evaluation Documents (R-DOCs), Research and Development Descriptive Summaries (R-2s), and Program Office Memorandum (POMs) inputs.
- Ensure compliance with governmental financial activity systems and tools, such as Core Financials (CF), Enterprise Business Accountability System (EBAS), Execution Management System (EMS), G-INVOICE, and Defense Agencies Initiative tools.
- Prepare Military Interdepartmental Purchase Requests (MIPRs), SubAllocations, and Inter-Agency Agreement funding documents.
- Maintain respectful communications with government and non-governmental stakeholders.
- Provide technical assistance in interpreting specifications, statements of work, and performance work statements.
- Minimum of 10 years of financial management or accounting experience.
- Demonstrated leadership as a Financial Manager or Deputy Financial Manager for a $100M technology design, manufacturing, integration, and test program or as a Financial Manager for a portfolio of technology development programs.
- Proficient knowledge of the Earned Value Management System (EVMS).
- Experience working with classified programs at the SCI level or higher.
- Familiarity with the DoD Defense Acquisition System.
- Military or Office of the Secretary of Defense (OSD) experience.
- PMP Certification (preferred).
- Master's degree in accounting, budget, or a financial discipline relevant to Accounting or Business Financial Management.
- Active TS/SCI eligibility.
- U.S. Citizenship is required for this position.
