What are the responsibilities and job description for the Member Benefits Certifier position at New Hampshire Retirement System?
SCOPE OF WORK:
Under the direction of the Assistant Director of Member Services, serves as a technical specialist within the broad Member Services functional area, to provide a diverse range of support to the related functions of audit and business practice monitoring, member benefits review, calculation and certifications, and related troubleshooting and project participation.
ACCOUNTABILITIES:
Analyze and determines the accuracy of individual member data.- Certifies death and lifetime annuity benefit payments to the compliance of NHRS statutory provisions and administrative rules.
- Analyze member account audits, determine if the member meets the statutory requirements for eligibility to collect a vested deferred benefit and proceed with the estimate preparation.
- Completes analysis, notification and benefit calculation procedure established by RET 310, Calculation Compensation for Determination of Benefits.
- Participates as requested by the supervisor in various member services-related projects.
- Serves as technical specialist within the entire Member Services Department. Provides a diverse range of support to the related functions of audit and business practice monitoring.
- Serves as Generalist to other teams for pension calculations not limited to 150% Cap calculations and refunds. Additional contributions calculations and refunds and all relevant Statutes (RSA 100) and administrative rules.
- Communicates with members and employers’ to explain complex calculations and statute provisions.
MINIMUM QUALIFICATIONS:
Education: Bachelor’s degree with focus on public administration, accounting or another related field.
Experience: Six years of professional or paraprofessional experience in accounting, auditing, collection, business management or other related field. Each additional year of related experience may be substituted for required education.
License/Certification: Valid driver’s license preferred.
SPECIAL REQUIREMENTS:
- High degree of accuracy and detail orientation and expertise with complex mathematical calculations.
- Skill in objectively auditing and certifying the work of others.
- This position may require some in-state travel and the ability to work a flexible schedule, including periodic evening hours.
RECOMMENDED KNOWLEDGE, SKILLS, AND TRAITS:
- Consistently adheres to all NHRS policies and follows all NHRS procedures.
- Knowledge of general office equipment including computer, fax, telephone, printer, shredder, copier.
- Perform other related duties incidental to the work described herein.
- Dayshift hours primarily, although overtime may be required in meet project deadlines.
PHYSICAL REQUIREMENTS:
- The employee must have the ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state, and local standards.

WORK ENVIRONMENT/CONDITIONS:
- Dayshift hours primarily, although overtime may be required to meet project deadlines.
- Physically able to participate in training sessions, presentations, and meetings.
- Work related assignments on weekends are possible.
The Member Benefits Certifier is assessed in band K of the NHRS wage schedule, the range of band K is $33.68-$50.69 per hour. NHRS is currently heiring in a range of 33.68-$35.00.
