The Office of Legal Affairs is the legal unit of the Division of Housing and Community Renewal and Housing Trust Fund Corporation and is headed by a General Counsel. The unit provides legal advice, counsel and representation to all the Agencies’ offices and program areas and ensures compliance with federal and state legal mandates. The primary functions are organized within four major subject matter areas or units, General Law, Litigation, Hearings, and Transactions.

Job Summary
Senior attorney will be a team member in a fast-paced transactional real property practice representing the agency in complex construction and permanent lending and mortgage financing and re-financing of multi-family affordable housing.
Job Duties
- Manage a portfolio of active finance and development projects and shall conduct document review, preparation of documents for closing.
- Conduct for funding of HTFC and federal and state tax credits.
- Assist Program Staff to develop and implement enforcement policy as necessary for the agency units being served.
- Negotiate and draft contracts with other state agencies, as well as with subrecipients, subgrantees and developers.
- Apply state and federal statutes and regulations as applicable to transactions and assigned program implementation.
- Provide direct and ongoing legal advice to staff to assist with project preservation and restructuring, and financing analysis.
- Other assignments as required.
This position may require travel.

Qualifications:
- Law degree and 2 or more years of law practice. Admitted in New York State.
- Experience with NYS Freedom of Information Act, public policy, administration, real estate, finance, banking, energy, procurement, supportive housing and/or appeals would be beneficial.
- Knowledge of state and federal housing programs.
- Demonstrates ability to establish effective working relationships with staff, outside attorneys, and constituents.
- Ability to work under pressure on a wide variety of projects on a given day.
- Excellent oral communication and presentation skills.
- Excellent analytical and legal writing skills.
