The Office of the New York State Inspector General [“NYSIG”], as established by Executive Law Article 4-A, is entrusted with the responsibility of ensuring that New York State government, its employees, and those who work with the State meet the highest standards of honesty, accountability, and efficiency. The Office of the New York State Welfare Inspector General [“OWIG”], as established by section 74 of the Executive Law, is responsible for maintaining the integrity of New York State’s public assistance programs. The Office of the New York State Workers’ Compensation Fraud Inspector General [“WCFIG”], as established by section 136 of the Workers’ Compensation Law, is responsible for investigating violations of the laws and regulations pertaining to the operation of the workers’ compensation system. The Office of the Gaming Inspector General [“GIG”], as established by the Upstate New York Gaming and Economic Development Act, has the duty to receive and investigate complaints from any source concerning allegations of corruption, fraud, criminal activity, conflicts of interest or abuse in the Gaming Commission.

Collectively, the four offices are known as the Offices of the Inspector General [“OIG”].

Job Description

OIG conducts in-depth investigations and analysis of alleged criminal wrongdoing, corruption, conflicts of interest, fraud and abuse in New York State agencies/entities which fall under the jurisdiction of NYSIG, OWIG, WCFIG and GIG. Working collaboratively with OIG attorneys, auditors and other investigators, the Investigator works cases and prepares written reports and audits containing the Inspector General’s findings and recommendations. The Investigator manages investigations using surveillance, witness/target interviews, forensics, liaising with other law enforcement agencies, written reports, etc., to prepare recommendations and reports, and will assist with any further proceedings, including arrest, grand jury, etc. Frequent instate travel is required.

OIG seeks Investigators for its Upstate Regional Office (based in Albany), Western Regional Office (based in Buffalo), Downstate Regional Office (based in New York City), and Long Island Regional Office (based in Hauppauge).

Minimum Qualifications

Positions require a recommended minimum of 5 years of law enforcement practice in a police department, law enforcement or subject-matter specific (Welfare, Worker’s Compensation, Gaming) investigative agency. The OIG Investigator conducts large-scale, confidential, and sensitive fraud investigations, and therefore candidate will preferably have investigative experience in white-collar crime with significant work-related familiarity with New York State and federal laws and agencies. Also encouraged is experience in public benefits fraud, contracts, and/or gaming fraud. Candidate must also have a valid NYS driver’s license. Bachelor’s degree and DCJS-certified police or peace officer status are preferred.

On technology, candidate’s adept computer skills include word processing and spreadsheet proficiency, and in-depth experience with computerized case management systems. Candidate is proficient in preparing intelligence reports, and uses law enforcement databases such as Compass, EJustice, Accurint, Dun and Bradstreet, and NYSPIN. Candidate is well versed in computer and cell phone forensics. Candidates should have experience in the use of surveillance techniques and technical equipment used in law enforcement, including but not limited to covert cameras, GPS live tracking devices, data loggers, and body wires. That said, candidates who have not completely amassed this ideal level of experience but who possess skillsets closely within this range are strongly encouraged to apply.

Overall, ideal OIG candidate possesses sound judgment, strong oral and written communication skills, is an excellent legal researcher, and has significant interview and/or deposition experience. The ideal candidate has a collegial attitude, is a self-starter, works well independently, and is a highly adept multitasker. Additionally, candidate must be willing and available to work unscheduled hours as necessary.

New York State Residency is Required. This is a Management Confidential position that is appointed by the Inspector General. The salary range is $59,038-73,259 (Grade 18 equivalent).
