Nippon Dynawave Packaging Company (NDP) has an immediate opening for a Solid Waste & Environmental Lab Manager supporting its Longview, Washington Liquid Packaging manufacturing facility.

The Longview Liquid Packaging facility produces bleached paperboard used to make cartons and cups for liquids such as milk, juice, coffee, and sake. The facility employs about 525 people and produces 260,000 metric tons of paperboard each year - the equivalent of 6 billion liter-sized milk cartons.

The Longview Liquid Packaging facility has been in business since 1953 and has operated as Nippon Dynawave Packaging Company, a wholly owned subsidiary of Nippon Paper Industries (NPI), since September 2016. NPI is committed to the long-term strength and success of the Longview facility.

Team Lead for Lab Technicians

As a member of the Environmental Team, this position provides regulatory compliance support to site manufacturing operations, including emergency response, compliance monitoring and reporting, permit development and environmental improvement work. This position will also supervise the Pulp/Environmental Laboratory.

Each member of the team takes lead responsibility for one or more specialty or regulatory program (i.e., air quality, water quality, waste management, chemical reporting, remediation). This position will be the team lead for waste management and chemical reporting and will assist other team members as needed in other regulatory program areas.

Key Functions

  • Primary responsibility will be to ensure compliance with the site’s NPDES and related permits and regulations
  • Manage site solid waste program including oversight of contract, serving as contact for third-party waste hauling contractor, ensuring all solid waste permits and necessary sampling/characterization are in good standing
  • Manage all aspects of site chemical program including chemical approval process, maintenance of chemical inventory, and required reporting
  • Lead lab quality assurance efforts and ensure integrity and accuracy of NPDES required laboratory data, maintain laboratory accreditation
  • Supervise a team of technicians performing regulatory compliance testing for NPDES permit (TSS, BOD, etc.) and process and product quality tests for pulping liquors, bleaching, etc.
  • Promote safe behavior and effective risk assessments by all technicians
  • Promote site safety policies and initiatives and perform risk assessments as a routine part of daily work in a heavy industrial manufacturing facility
  • Actively participate in and promote the facility's environmental policy and procedures as they relate to permit compliance and the site’s performance
  • Perform, report and record engineering calculations as required to support environmental compliance (NPDES, MACT, RMP, etc.) activities
  • Develop and train affected personnel in understanding environmental compliance issues and requirements such as wastewater treatment operating processes & parameters, testing methods & limits
  • Lead/support environmental initiatives, environmental capital and maintenance projects, company initiatives, and facility strategies. Use effective communication to interact with federal and state agencies as necessary
  • Lead/support new process testing projects to ensure process control data is safely collected, accurate, defensible, and communicated as required
  • Provide 24/7 environmental emergency response as part of rotating team of on-call environmental engineers
  • Other duties as required


Required Qualifications

  • Proven commitment to safety leadership and safety performance
  • BS degree in engineering, chemistry, related discipline or equivalent experience
  • Familiar with laboratory testing procedures in an industrial environment
  • Strong interpersonal, written, oral, and listening communications skills with an ability to work effectively with site leadership, regulatory officials, operating personnel, laboratory personnel and the community
  • Team oriented, with a good work ethic, positive attitude, and the ability to work independently
  • Must have the ability to work multiple projects simultaneously
  • Must be physically able to perform inspections and oversee environmental sample collection in remote locations and at heights in an industrial facility, climbing steep terrain, stairs and ladders as needed to access work areas
  • Willingness to work extended hours and off shifts when conditions warrant


Desired Qualifications

  • Prior experience in an industrial or manufacturing environment
  • 10 years relevant professional work experience
