Job Summary

The Program Manager will be responsible for managing highly complex or enterprise-wide IT programs consisting of multiple projects or large transformational projects that span multiple organizations. Works across IT towers and with the business partners to develop an overall program strategy for a portfolio of work along with the project planning and resourcing needed for execution. Responsible for delivering all projects and enhancements within their portfolio on time and on budget while meeting the strategic and business requirements of the organization.

Principal Duties and Responsibilities

  • Plans and manages a portfolio of multi-million dollar IT programs that are comprised of highly visible, high-profile projects that span the organization and have significant enterprise impact.
  • Develops overall program strategy to ensure proper sequencing and integration of large/complex projects within the portfolio and adjusts project scope, timing, and budgets as necessary, based upon the needs of the business.
  • Communicates with IT leadership and senior business leadership to review program strategy, direction and changes.
  • Experienced quantifying impacts of risks and issues to scope, schedule, budget and prioritizing and driving resolution
  • Continually evaluates and maintains efficiency in managing the portfolio of programs through planning, scheduling and budget assessment.
  • Manages a team of multiple project managers and project resources for the execution of programs/projects.
  • Monitors, measures and reports on program status to IT leadership and senior business leadership.
  • Accountable to Executive Steering Committee and Stakeholder Reference Groups for IT program delivery including the efficiency and functionality of all IT Project completions, timeline adherence, budget and resource management.
  • Provides leadership, direction, coordination and coaching for project managers and project teams during their day to day management and implementation of IT & Business projects, programs, activities and processes
  • Manages multiple service providers selected to participate in assigned projects, including full vendor management procedures
  • On time and on budget delivery of a portfolio of complex projects and enhancements
  • Planning and coordination across multiple IT and business groups for the startup and execution of programs through delivery
  • Financial forecasting and management for a portfolio of work

Qualifications for Position

  • Bachelor's Degree in Computer Science, MIS, Engineering or related field preferred
  • 10 years of complex, enterprise-wide Project/Program management experience with at least 5-7 years of leadership experience across IT and business functions.
  • Experience managing projects/programs $5 – $10M that span multiple years and consist of a combination of internal/external and labor/non-labor cost components
  • Extensive knowledge and expertise in the use of project management best practices including knowledge of waterfall, agile and SDLC methodologies and tools
  • Must have excellent leadership skills (proven ability to coach, develop and lead a team) and must be able to work with a diverse project team consisting of resources from all parts of the organization (both IT & Business)
  • Proven ability to engage and develop relationships with executive sponsors and key stakeholders with clarity and precision
  • Experience with project cost management and resource capacity planning
  • Strong Business Process Analysis skills and Business Process Mapping
  • Experience implementing change management approaches to support programs
  • Experience in the indirect management of team members, including assisting in the development, training and assignment of work/projects to other members of a team.

Preferred Additional Qualifications for Position

  • PMP Certification and ITIL experience preferred
  • Waterfall to Agile transformation experience highly preferred
