Overview:
The IRA Apprenticeship Compliance Specialist is responsible for supporting company-wide compliance with the Inflation Reduction Act’s (IRA) apprenticeship and prevailing wage requirements. This role ensures proper documentation, reporting, and coordination between field operations, internal teams, and third-party compliance consultants to maintain eligibility for IRA tax incentives.
This position works closely with our third-party compliance partner to monitor labor ratios, track apprentice hours, and ensure proper certified payroll documentation. The ideal candidate will be highly organized, responsive, and familiar with Davis-Bacon Act requirements, certified payroll processes, and Registered Apprenticeship Programs (RAPs).
Key Responsibilities:
- Coordinate with the third-party carrier to review weekly labor hours, ensuring apprenticeship utilization ratios are accurately tracked and reported in compliance with IRA guidelines (e.g., 15% apprentice hours).
- Maintain internal tracking systems and verify field crew compositions to support the third-party carrier in identifying ratio shortfalls or waiver needs.
- Collaborate with project managers, general foremen, and field supervisors to ensure accurate apprentice classification and deployment.
- Verify apprentice enrollment with DOL-registered apprenticeship programs and ensure documentation is properly submitted to the third-party carrier and internal systems.
- Assist in the onboarding and field placement of apprentices and help ensure work assignments align with the scope and compliance requirements.
- Maintain records of apprenticeship documentation, waivers, and third-party communications.
- Coordinate with internal payroll staff and the third-party carrier to ensure certified payroll reports are accurate and submitted on time using required platforms (e.g., LCPtracker).
- Review labor classifications, fringe benefit allocations, and compliance statements in collaboration with payroll and third-party carrier support.
- Respond to audit inquiries or requests for supporting documentation from the third-party carrier, clients, or regulatory agencies.
- Conduct periodic internal spot checks of payroll and labor documentation to ensure alignment with third-party data.
Qualifications:
- 2–3 years of experience in a compliance, payroll, or workforce development role within the construction, trades, or renewable energy industries.
- Prior experience with apprenticeship programs and/or certified payroll strongly preferred.
- Inflation Reduction Act apprenticeship and prevailing wage provisions.
- Davis-Bacon Act and certified payroll reporting.
- Registered Apprenticeship Programs (RAPs).
- Third-party compliance platforms and support teams (e.g., ACS).
- Strong attention to detail and time management.
- Ability to communicate effectively with internal teams and external partners.
- Familiarity with compliance reporting software and MS Excel.
