DESCRIPTION OF WORK :

  • This is a Full Time - Permanent Position.
  • This vacancy may be used to fill multiple positions

The North Carolina General Assembly’s Printing Services is a nonpartisan department responsible for providing printing services and for fulfilling daily printing requests made by the legislators and legislative staff. The Printing Services Clerk is part of a team that utilizes modern and reliable equipment to deliver a variety of printing, collating, and large-quantity services, some of which may be distributed across the state of North Carolina. The Printing Services Clerk must have working knowledge of computer software such as Microsoft Office, Internet Explorer, PostScript, and PDF files. Responsibilities may include instructing other staff in the set-up and operations of high-speed printers, document management applications, and various pieces of bindery equipment. This position requires the ability to maintain composure and confidentiality and to communicate effectively in a fast-paced, stressful environment.

Work is performed independently but will be subject to supervision by the Printing Services Manager or Assistant Manager. Work hours are generally Monday – Friday, with an occasional evening shift, but may vary depending upon the needs of the Legislative Session. Work schedule variations could require weekend, late night, and holiday work. Please note : During the Legislative Session, the work schedule will be altered to fit the Session needs and shift work will be implemented.

Examples of Duties :

  • Assist legislative members, staff, lobbyists, and the general public by responding, both verbally and in writing, to requests for printed documents.
  • Examine job orders to determine quantities, production times, stock specifications, and color of the materials requested to be printed.
  • Monitor the special priority needs, such as committee meetings and other activities.
  • Program automated machinery using computer keyboard input instructions.
  • Load, position, and adjust unprinted materials on holding fixtures or in equipment loading and feeding mechanisms.
  • Perform a variety of copying, collating, and stapling using state-of-the-art copying equipment.
  • Inspect and examine printed products for print clarity, color accuracy, conformance to specifications, and external defects.
  • Assist in the instructing of other staff in set-up and daily operations.
  • Maintain adequate copying supplies and records of appropriate charges for copying for the non-legislative staff.
  • Perform routine maintenance on printing equipment.
  • Perform related printing duties and services, as required by the standard operating procedures.
  • KNOWLEDGE, SKILLS, AND ABILITIES / COMPETENCIES :

  • Knowledge of computer software and programming to electronically retrieve, format, and send work to printer.
  • Ability to communicate information clearly and concisely, verbally and in writing, in person and on the telephone, is required.
  • Ability to effectively coordinate priorities of various production functions simultaneously, while following strict production timelines.
  • Ability to use judgment of standardized printing in format.
  • Knowledge of operating folding and cutting equipment, padding press, hole puncher, and binding equipment, as needed.
  • Ability to stand for prolonged periods of time, while feeding copy work into machines and offloading printed materials.
  • Ability to lift and distribute large quantities of paper on a regular basis, up to 50 pounds.
  • Ability to maintain composure and work cooperatively under pressure with legislators, legislative staff, and the public on a daily basis.
  • Willingness and ability to work extended schedules to meet the needs of the General Assembly.
  • MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS :

    Graduation from high school or possession of a GED certificate plus three years of experience involving printing or related work, clerical processing, and customer service work.

    Special preference will be given to those with :

  • Experience working in a high-volume printing and production environment.
  • Experience working within state government.
  • Experience working with graphic design software.
