What are the responsibilities and job description for the Fare Revenue Specialist position at North County Transit District?

The Fare Revenue Specialist coordinates activities and operations related to revenue collections from transit centers, bus fare boxes, and train ticket vending machines (TVMs), including deposit preparation and armored car pickup, coin orders for transit centers and TVMs, pass sales programs, revenue accounting and reporting, and other systems and procedures for fare revenues.

 

Distinguishing Characteristics 

This position is distinguished by a broad knowledge of accounting principles, cash collection practices, banking procedures, related internal controls; the ability to prepare account reconciliations; and an overall understanding of the interrelationships among the various accounting functions. S/he exercises a high level of responsibility and independence in monitoring the billing and collection of District revenues.  

 

Supervision Received and Exercised

This position is under the direct supervision of the Controller.  This position exercises no supervision.  Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.

 

Working Conditions

Normal working conditions for this position are in both an office and field setting. Business travel may be required periodically between District sites, governmental agencies, consultants’ facilities, and other locations as required.  

Essential Functions

Duties may include, but are not limited to, the following:

  • Orders servicing for TVMs from armored car service including changing out cashboxes and filling coin hoppers, including coin/currency orders for transit center locations.
  • Audits and reconciles cash activity from bus fare boxes and ticket vending machines.
  • Reviews customer refunds as approved by Customer Service before submission for payment.
  • Researches disputes of charge-backs to merchant services.
  • Updates, maintains, and reconciles promotional passes in the fare revenue system for returned checks and denied credit card disputes.
  • Processes, counts, audits, and records PRONTO Fare System sales at Customer Service Transit Center locations, including preparing the bank deposit slips for armored car pickup.
  • Updates and maintains tracking of transit card inventory for employees and contractors in the fare revenue system. 
  • Coordinates service of TVMs with the Information Technology (IT) department.
  • Performs testing of fare revenue system change updates before implementation.
  • Prepares reports and financial information related to fare revenue and performance data.
  • Reviews and reconciles vendor invoices applicable to the fare revenue system.
  • Gathers data for billing based on agreements with other transit operators.
  • Maintains an inventory of tickets and ordering of ticket stock as necessary and tracks inventory on hand.  
  • Fulfills certain fare product orders outside of the transit centers.
  • Coordinates and performs physical inventory of fare revenue system assets, inventories, access keys. Assesses condition of assets and coordinates replacement of assets with the IT Department.
  • Participates in fare revenue meetings and discussions.
  • Completes journal entries, investigates discrepancies, and corrects as needed. 
  • Completes NCTD forms and correspondence in a neat and timely fashion. 
  • Maintains a variety of files, reports, and recordkeeping systems. 
  • Performs other related duties as assigned.

Education/Experience

  • Associate degree in accounting or related filed. 
  • Four (4) years prior similar experience of directly relevant experience 

A combination of experience/skills and education to fulfill the requisite knowledge, skills, and abilities for this position may be considered.

Certificates/Licenses

  • Possess and maintain a California driver’s license, Class C, and a satisfactory driving record for the last five years.
  • Maintain compliance with the District’s policies regarding Conflict of Interest and Ethics. 

General Requirements

  • Excellent relationship-building skills to deal effectively with individuals both inside and outside the organization.
  • Strong written and oral communication skills.  
  • Knowledge of and the ability to appropriately apply basic math and accounting principles, procedures, and techniques with some guidance. 
  • Demonstrated above-average proficiency in computer software programs, particularly Excel and Word from Microsoft Office Suite.
  • Experience with an upper-level enterprise resource planning (ERP) system such as JD Edwards. 

Physical Requirements

The employee must possess the ability to use the phone and computer for extended periods, manual dexterity to complete clerical functions and work with office equipment and lift equipment up to 25 pounds on a daily basis.  The employee must be able to hear, see, and communicate verbally to exchange information.   The employee must be able to physically travel between District locations and other destinations, work in evenings when required, work in hazardous conditions, and negotiate a variety of different and irregular terrain as is typical along a railway right of way.  The employee may be subject to fumes, odors, dusts, gases, chemicals.  The employee must be able to walk, climb, balance, bend, carry, push, reach, sit, and stand.

 

Machines / Tools / Equipment

  • Ability to operate a personal computer and Microsoft Office Suite programs.
  • Ability to operate standard office equipment, including a fax and scanner machine, copy machine, and telephone. 
  • Ability to carry and operate a mobile on-call device.
