The North Dakota Department of Commerce is seeking a detail-oriented and motivated professional to support the administration of the US Department of Energy's (DOE) Weatherization (WX) Program and the Low-Income Home Energy Assistance Program (LIHEAP). These programs help reduce energy consumption and costs for low-income residents across North Dakota while improving household health and safety.
This role offers the opportunity to make a meaningful impact on North Dakota communities by improving energy efficiency and household well-being for low-income populations. You will be part of a collaborative and mission-driven team within the ND Department of Commerce and the Division of Community Services.

You will be part of a collaborative and mission-driven team within the ND Department of Commerce and the Division of Community Services.
As the Division of Community Services' Program Specialist, you will:
- Assist in the administration and oversight of WX and LIHEAP programs delivered through eight sub-grantees statewide.
- Assist with preparing the State's Weatherization grant and budget to the US Department of Energy (DOE) and Low-Income Home Energy Assistance Program.
- Review monthly production and fiscal reports.
- Monitor sub-grantees for compliance, including on-site visits and file reviews.
- Provide programmatic support to address grant administration or monitoring issues.
- Update compliance and monitoring tools to ensure continued compliance with DOE and Office of Community Services (OCS) standards.
- Share sub-recipient compliance updates with the DCS team.
- Associate degree or equivalent from a business or trade school.
- Minimum of two years of relevant experience; experience with federal grants or fiscal policy is preferred.
- Willingness and ability to travel. Travel is required to the Bismarck Commerce office and other locations for meetings, conferences, and monitoring. Travel is primarily in-state (25%).
- Must be certified or able to obtain certification as an Energy Auditor and Quality Control Inspector (QCI).
