JOB DESCRIPTION

TITLE: PROPERTY MANAGER – Administrative Division

GENERAL DESCRIPTION

This position is responsible for the management and operation of several housing projects under the NHA and ensuring that program operations meet all applicable federal, state, and local rules, regulations and requirements.

SUPERVISION RECEIVED

Reports to and works under the general supervision and direction of the Senior Property Manager and the Executive Director, and in conformance with all duly adopted and applicable laws, rules, regulations, policies and resolutions related to NHA and state, federal and local government and public housing.

SUPERVISION EXERCISED

In concert with the Senior Property Manager, directs the work of Assistant Property Manager, Property Management Assistant, Administrative and Property Management Aide and Resident Services Coordinators.

ESSENTIAL DUTIES AND RESPONSIBILITES

Responsible for interviewing new tenants, leasing apartments and orienting them to the terms of their responsibilities, including explaining lease requirements, rules, regulations, policies and procedures of the NHA. Supervises rent collections, computation of service charges, maintenance charges and legal fees. Monitors all aspects of collections from delinquent accounts, including working out stipulations for payments. Responsible for eviction procedures and collections for vacated accounts, including attending court hearings when necessary. Responsible for reviewing applications for eligibility requirements. Responsible for public housing admissions process, including, but not limited to, home visits with prospective tenants. Processes annual and interim verification of income and family composition. Regularly reviews apartment turnovers and inspections. Conducts private conferences on complaints and grievances with tenants. Handles correspondence regarding tenants. Meets with individual tenants and resolves problems where necessary. Makes appropriate referrals to social service agencies. Attends tenant association and community meetings. Assists and provides direction to tenant associations. Attends NHA Board of Commissioners’ meetings, and other hearings or meetings, as assigned. Coordinates with Maintenance Supervisor, or his/ her designee, the repair and correction of maintenance issues. Responsible for insuring that interior and exterior areas are maintained in a decent, sanitary, and safe condition. Regularly inspects apartments and properties for compliance with regulations, codes and lease, including, but not limited to, preparation for REAC inspections. Coordinates services with other public and private organizations providing services for tenants. Initiates and coordinates the tenant and/or applicant grievance process. Serves as “Assistant Prosecutor” in all grievance hearings filed by residents living or desiring to live in units owned by NHA. service program. Responsible for conducting and coordinating annual recertifications and reexaminations. Meets on regular basis with Housing Choice Voucher Coordinator to share information and ensure coordination between the Housing Choice Voucher Housing Program and units owned and operated by NHA. Participates in preparation of annual budget, including capital expenditures, lease equipment and maintenance activities for each project. Responsible for processing 50058 Federal Occupancy Reports and other job-related reports or forms as requested or required. Prepares monthly and periodic project status reports for vacancies, rentals, and maintenance. Recommends policy and procedure changes to Executive Director, including, but not limited to, the Admissions and Continued Occupancy Plan. Available on an on-call basis for emergencies and other limited off-hour assignments. Coordinates with the Senior Property Manager the workload and work activities of the Assistant Property Manager, Property Management Assistant and Resident Services Coordinators.

OTHER RELATED DUTIES

Performs other related duties as required, assigned or directed, including those of a lesser classification.

KNOWLEDGE, SKILLS AND ABILITIES

Considerable administrative skill and ability in order to handle NHA housing units. Working knowledge of apartment house operations. Ability to interpret and apply complex state, federal, and local regulations regarding eligibility, occupancy, leasing, contracts, and payments. Ability to maintain effective working relationships with subordinates, co-workers, superiors, contractors, tenants, and the general public. Ability to write clear and concise reports. Considerable ability in maintaining adequate record keeping. General knowledge of maintenance procedures and maintenance operations for housing projects. Must have considerable familiarity with all NHA housing programs. A thorough knowledge of federal, state and local regulations regarding the management of public housing units. Ability to supervise and administer service contracts. A working knowledge of interviewing techniques and methods.

QUALIFICATIONS

Must have and maintain a valid State of Connecticut driver’s license. Possession of a High School Degree or equivalent. Two (2) to four (4) years experience in Property Management. Associate degree in Business Administration or its educational equivalent may be substituted for up to two (2) years experience. Must be a certified Public Housing Manager (PHM) within one (1) year of date of hire. May be required to attend training or education programs related to public housing and to obtain and maintain other job-related certifications for continue employment with NHA.

Must have use of a reliable motor vehicle.

Employee must be able to read, analyze and interpret complex documents, to include financial reports, audits and legal documents, write routine and technical reports and correspondence and effectively present information in one on one situations, to top management, public agencies, outside boards and commissions, and the Board of Commissioners. This position requires the ability to apply common sense and understanding in dealing with problems involving several concrete variables in standardized situations. This position requires the ability to define problems, collect data, establish facts and draw valid conclusions. The employee must possess the ability to communicate with the public in person and by telephone.

WORK ENVIRONMENT

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The work is conducted in typical office working conditions with virtually no disagreeable features. The noise level in the work environment is generally quiet.

While performing inspections, the employee is exposed to hot, cold, wet, humid, damp and moldy environments, indoor and outdoor airborne particles, and dirty, neglected and unkempt facilities. The noise levels during inspections are usually quiet to moderate.
