Job Description Position Summary: Under general direction, plans and facilitates all aspects of system-specific projects from initiation to delivery providing analysis and possible solutions using standard procedures. Lead cross-functional teams to address business and/or systems issues. Projects are typically mid-to-large scale with development/implementation requiring 6 months to complete. Essential Duties and Responsibilities: • Plans and facilitates all aspects of system-specific projects from initiation to delivery under general supervision. Projects may vary in number, size and complexity. • Coordinates work performed by IT staff and internal partners by defining project requirements, performing feasibility and needs/impact assessments. • Develops detailed project plans and manages all implementation processes including resource allocation, progress tracking, monitoring change control process, testing, documentation, training and on-time delivery within budget constraints. • Coordinates and conducts project meetings and is responsible for project tracking and analysis. Recommends and takes action to analyze and solve problems. Responsible for project risk tracking and escalation. • Leads cross-functional teams to address business and/or systems issues. • Conducts cost-benefit analyses for using alternative system development methods and procedures. • Analyzes, refines, and documents complex system user requirements including functional objectives of system, data sources and availability, report requirements and cross-system integration requirements. • Provides consultation to users in the area of automated systems and provides guidance to lower level staff. • Manages stakeholder communications, facilitates system demonstrations and other ceremonies associated with agile project delivery. • Responsible for the proper security and disposal of any confidential information that he or she may possess in the course of performing this position’s job duties, as well as ensuring staff compliance with security protocols in accordance with NRECA’s Personnel and Administrative Policy and HIPAA Privacy and Security Policies and Procedures Manuals. Direct Reports to this Position: May supervise contracted personnel. Qualifications Formal Education Required: Bachelor's degree in Computer Science, Information Systems, Business Management or a related discipline. Experience and Certifications Required: Five years of related project management experience or equivalent work experience. Experience with the Software Development Lifecycle (SDLC). Experience using RDBMS, MS Office products and diagramming software. Experience with facilitating application/software testing processes (Manual and Automated - Unit, System and Integration). Professional credentials such as CSM, CSPO, and/or ITIL required. FLSA Status: Exempt Knowledge, Skills and Abilities Required (as demonstrated by prior work experience): • Ability to analyze system/data/functional/integration impacts as demonstrated by prior work experience. • Ability to lead people and foster collaborative skills/ consensus building while operating in a fast-moving environment as demonstrated by prior work experience. • Ability to effectively interact with others and work in a team environment and providing follow-up when needed as demonstrated by prior work experience. • Ability to manage competing deadlines and multiple projects at various stages of development using effective organization skills as demonstrated by prior work experience. • Ability to perform and work on multiple tasks while being flexible and able to cope with changing conditions/policies/procedures in a fast-paced and sometimes intense working environment, while staying productive and maintaining a high level of accuracy as demonstrated by prior work experience. • Ability to define issues, establish facts and draw valid conclusions and apply to work environment as demonstrated by prior work experience. • Ability to communicate, both verbally and in writing, with a diverse membership, employees and/or vendors in a clear and precise manner. • Ability to use Microsoft Office tools (Excel, Word, Outlook, Power Point) in the day-to-day essential duties of the job. • Ability to operate various office equipment such as personal computer, copier, printer, fax machine, and multiple line telephone. • Ability to provide service excellence by building relationships, being resourceful, responsive and respectful.
