The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply seeks to hire a Watershed Maintainers within the Drinking Water Operations Directorate, for a position located in Downsville, New York.

The Bureau of Water Supply, Drinking Water Operations Directorate, is responsible for the operation and maintenance of reservoirs, dams, water and wastewater treatment facilities, aqueducts, shafts, hydroelectric facilities, highways, bridges, and watershed lands across the Delaware, Catskill, and Croton Water Systems. They are also responsible for water quality field and lab operations throughout the watershed and within city limits. The directorate plays a critical role in ensuring the Bureau of Water Supply meets its mission of reliably delivering a sufficient quantity of high quality drinking water to protect public health and quality of life to approximately 9.5 million people in NYC and the surrounding upstate communities.

The Water Operations North Division is responsible for managing all aspects of the operations of the Catskill and Delaware Watersheds. This includes planning, management, operation, maintenance, and stewardship of all NYC water supply infrastructure within these watersheds.

Division leadership is tasked with cultivating a highly capable, well trained, motivated, and adaptable workforce to meet both current and future operational needs. Additionally, the division supports other DEP units working within its jurisdiction and coordinates with local governments, regulatory bodies, and other stakeholders to promote effective collaboration during both routine and emergency operations.

Duties

Under the supervision of the Supervisor (Watershed Maintenance) I, the Watershed Maintainer, will be responsible for performing duties related to maintaining the integrity of water supply lands through regular inspection, posting of signs, painting of boundary lines, maintaining monuments and reporting any instance of non-compliance or issue of concern regarding violation of policy, standards or procedures. Specific duties include:

  • Maintaining the integrity of water supply lands by conducting inspections, which include conservation easements and fee properties to identify trespassing, encroachment, pollution, hazardous situations, vandalism, dumping and potential violations
  • Reporting any instance of non-compliance or issue of concern regarding violation of policy, standards, or procedures to supervisor
  • Inspecting and maintaining boundary lines and monuments so that they are easily located in the field by department staff, recreational users and adjoining landowners and in accordance with established policy
  • Assisting with providing sustainable recreational opportunities to permit holders including issuance of boat tags, steam cleaning boats, boat mooring inspections and recreational use inspections
  • Assisting with preparing properties for acquisition
  • Forwarding requests for use of City lands, conservation easements and other special projects
  • Cleaning and maintaining facilities grounds, structures and equipment; Painting structures, equipment and fences
  • Complying with all environmental, health and safety laws, agency policies, rules and regulations

License Requirements

  • Driver License Requirement: Coincident with your appointment to this position, you must have a motor vehicle driver license valid in the State of New York. If you have moving violations, a license suspension or an accident record, you may be disqualified. This license must be maintained for the duration of your employment.
  • Candidate may be required to obtain a Class B Commercial Driver’s License valid in the State of New York. At the Bureau’s discretion, the candidate will be required to obtain and maintain the CDL B for the duration of their employment.
  • Candidate may be required to obtain a NYSDEC Pesticide Applicator Certification. At the Bureau’s discretion, the candidate will be required to obtain and maintain the certification for the duration of their employment.

Minimum Qualifications

A four-year high school diploma or its educational equivalent and one of the following:

  • One year of full-time satisfactory experience in the operation and maintenance of equipment used in the controlling or purification of water at facilities in watershed areas, reservoirs, or aqueduct systems, or performing duties involving the upkeep, inspection, maintenance or operation of watershed areas and related facilities; or

A four-year high school diploma or its educational equivalent and one of the following:

  • Two years of full-time satisfactory experience as: a mechanic, journeyman or helper in the electrical trades or mechanical trades; or a technician in a chemical processing facility or chemical laboratory.

Driver License Requirement: By the time you are appointed to this position, you must have a motor vehicle driver license valid in the State of New York. This license must be maintained for the duration of your employment.

  • General Familiarity of MS Office suites and MS outlook - Ability to navigate CityTime timekeeping program - Ability to learn how to use a computerized maintenance management system and a computer tablet to receive work orders and input data - A Class B Commercial Driver’s License valid in the State of New York - NYSDEC Pesticide Applicator Certification - Ability to work will hand or power tools - Ability to keep good written and electronic records - Ability to operate motor vehicles and motor-powered equipment
