Nine years of full time diverse technical experience in one or several construction or design fields; four years experience must have been in managing all phases of construction work of a scale and scope similar to the Authority; three years must have been in an administrative or managerial capacity or a satisfactory combination of education and experience. Preference: Weighted consideration may be given to New York State Professional Engineers, Registered Architects or candidates with knowledge or experience in: government safety or construction standards; managing complex personnel and technological issues; working effectively on a wide range of subjects, including policy formulation, budgetary control, scheduling and making highly technical operations decisions; dispute resolution, management and communications skills.

Responsibilities include:
- Functions as the primary assistant to their supervisor, in overseeing the coordination of project related activities among architects, engineers, construction management firms, subcontractors and government agencies in designated boroughs to ensure the quality and high standards of contract performance and compliance in both design and construction.
- Recommends strategy and policy to senior management for the implementation of the capital program.
- Participates, in conjunction with the Chief Project Officer, Senior Director or Vice President in forming Authority procedures for construction from development to completion.
- Supervises subordinate project management staff, including, but not limited to the review of all assigned Senior Project Officer requests for revised Capital funding prior to submission to the Department of Education for approval.
- Serves as a mediator to resolve special construction related problems which were not resolved at a lower authority level.
- Makes decisions and takes appropriate actions in a timely manner to expedite the completion of the construction process.
- Approves some change orders and notices of directions and grants time extensions to contractors as part of the negotiation process.
- Corrects mistakes and errors in the design and construction processes before they can be extensively incorporated into the assigned projects.
- Participates in the bid/award process with the Department of Education and Authority staff to develop scope and design documents for new capital projects and major renovations/repairs.
- Regularly attends meetings and briefings involving Borough Presidents, United Federation of Teachers representatives, senior Project Management staff, and the Authority President.
- Participates in negotiations with federal agencies, such as the Department of Housing and Urban Development, concerning the building of LYFE (child care) Centers by the Authority and involving the coordination of design requirements and project scope.
- May serve as Chief Project Officer in his/her absence.
- Plans, assigns, monitors and evaluates the work performed by assigned staff and makes recommendations regarding recruitment, hiring, promotion, reassignment and discipline.
- Performs related tasks.
