ODS offers a range of consulting services, all designed to help Federal agencies achieve their goals.
Job Summary:
We are seeking an experienced Project Manager to lead the establishment of an Enterprise Program Management Office (EPMO) for a Federal client in Springfield, VA. The PM will be responsible for developing project governance frameworks, implementing standardized project management practices, and ensuring alignment with organizational strategic goals.
Base Salary: $150,000-$155,000/Annually
Responsibilities/Duties:

  • Project Planning & Execution
  • Develop a comprehensive project plan with clear milestones, timelines, and deliverables.
  • Conduct stakeholder analysis and facilitate requirements gathering.
  • Establish governance frameworks for project oversight and reporting.
  • Team Coordination & Leadership
  • Lead and coordinate the efforts of a team members and stakeholders
  • Develop roles, responsibilities, and resource allocation strategies.
  • Monitor project performance and ensure alignment with strategic priorities.
  • PMO Framework Development
  • Develop standard operating procedures (SOPs) for project management.
  • Implement project management tools, templates, and methodologies.
  • Establish workflows for project initiation, risk management, and resource allocation.
  • Reporting & Communication
  • Provide weekly project updates to the Program Manager and Division Director.
  • Maintain thorough documentation of all processes, decisions, and project milestones.
  • Lead status meetings and stakeholder briefings.
  • Training & Knowledge Transfer
  • Conduct training sessions for staff on PMO processes, tools, and governance.
  • Develop a knowledge transfer plan to ensure project sustainability post-implementation.

Qualifications:

  • Experience:
  • Minimum 15 years of project management experience, preferably within government agencies or large organizations.
  • At least 10 years of executive-level project and program management.
  • Preferred experience within Department of Homeland Security or other Federal Agency
  • Education & Certification:
  • PMP (Project Management Professional), PgMP (Program Management
  • Professional), or equivalent certification preferred.
  • Skills & Competencies:
  • Strong leadership, organizational, and communication skills.
  • Experience managing large-scale enterprise projects and overseeing cross-functional teams.
  • Proven ability to develop project governance frameworks, standard operating procedures (SOPs), and reporting mechanisms.
  • Ability to identify and mitigate project risks effectively.
  • Strong understanding of project management methodologies (Agile, Waterfall, or hybrid approaches).

Job Type: Full-time

Pay: $150,000.00 - $155,000.00 per year
