POSITION SUMMARY: Subject to management approval and under the direction of the Deputy Inspector General - Executive Projects, serves as the Legislative and Training Compliance Attorney. This position is responsible for identifying, analyzing, and tracking bills and legislation relevant to the Office of Executive Inspector General (OEIG). This includes drafting testimony and position papers analyzing the legal impact on the OEIG and preparing for and attending meetings with stakeholders. This position is also responsible for drafting the web-based State Officials and Employees Ethics Act (Ethics Act) trainings for multiple State agencies, universities, and regional transit boards, and ensuring that those entities appropriately administer the ethics trainings to all required individuals. This position is also responsible for obtaining, reviewing, and approving sexual harassment and discrimination prevention trainings developed and provided yearly by agencies. The Legislative and Training Compliance Attorney is required to stay updated on new areas of ethics, investigative, human resources, harassment, and discrimination laws that impact the work of the OEIG. This position requires a team-player who is detail-oriented, self-motivated, and can work autonomously as well as with the management team to further the Office goals. This position may involve working with information of an extremely sensitive and confidential nature.

DUTIES & RESPONSIBILITIES:

1. Identifies, analyzes, and tracks bills and legislation relevant to the OEIG and provides updates and summaries to managers. This includes drafting and circulating summaries of bills, amendments, proposed rules, and laws, and developing and communicating the OEIG’s position. It also involves listening to and summarizing relevant legislative hearings.

2. Drafts testimony, position papers, and other documents pertaining to the impact of legislation on the OEIG, including the OEIG’s appropriations, functions, and oversight.

3. Oversees the creation of the web-based annual ethics training course materials produced by the OEIG and works with the Department of Innovation and Technology to ensure training is accurately and timely deployed through appropriate training platforms.

4. Manages external training pursuant to the Ethics Act, including but not limited to developing administrative procedures for agency ethics officers, monitoring State agency compliance, and establishing statutorily-mandated training standards. Reviews proposed training course materials developed by other State agencies and universities to ensure their consistency with the Ethics Act, relevant laws, standards, and administrative rules. Balances multiple deadlines throughout the training periods. Responsible for keeping supervisors informed on the status and developments in training and compliance functions.

5. Analyzes annual training compliance reports when they are submitted to the OEIG, monitors agency progress in completing those reports, and drafts correspondence to ultimate jurisdictional authorities regarding noncompliance. While reviewing these reports, identifies trends relating to possible noncompliant employees and informs supervisors of these observations. Recommends actions for non-compliant agencies and employees.

6. Provides guidance and direction to State agencies, universities, regional transit boards, and regional development authorities regarding the Ethics Act trainings.

7. Functions as the OEIG’s liaison to the EEC, the Office of the Attorney General, State agencies, State public universities, regional transit boards, regional development authorities, and ethics officers with respect to State employee training and to ensure professional cooperation, and attainment of goals and objectives. Provides orientation training to new ethics officers as needed.

8. Assists, when needed, with administering and ensuring OEIG staff compliance with the ethics, harassment, sexual harassment, and discrimination prevention trainings, and any other required training for all OEIG employees.

9. Assists, when needed, in the production of the OEIG annual report, mandated reporting, and conducting investigative work.

10. As needed, manages assigned subordinate staff to drive optimal productivity, quality, consistency, timeliness, accuracy, and prioritization of assignments.

11. Ensures timely compliance with all personnel policies, including but not limited to Daily Time Reports, attendance records, and training initiatives.

12. Facilitates hiring, performance evaluations, professional development, and disciplinary actions for any and all subordinate staff.

13. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

ABILITIES & SKILLS – To be successful in this position, the Legislative and Training Compliance Attorney should have the following:

· ability to exercise independent judgment, consider facts objectively, identify issues, and make sound decisions;

· ability to interpret bills, laws, policies, rules, and regulations, and translate related concepts into training materials and written policies and procedures;

· excellent interpersonal, analytical, research, writing, organizational, presentation, problem-solving and communication skills;

· ability to communicate clearly and concisely, orally and in writing, including the ability to prepare and deliver presentations to small or large groups;

· demonstrated ability to manage multiple concurrent projects and deadlines;

· ability to effectively use Microsoft Office Suite (Excel, Word, Outlook) and other applications;

· ability to work autonomously, in a team environment, and in a professional manner;

· high personal ethical standards and the ability to work appropriately with sensitive and confidential materials;

· a willingness to travel, including overnight; and

· familiarity with computers, photocopiers, telecommunication equipment, and videoconferencing applications.

REPORTS TO: Deputy Inspector General – Executive Projects

SUBORDINATE POSITION: As assigned, including the External Compliance and Outreach Administrator.

MINIMUM QUALIFICATIONS:

· graduation from an accredited law school;

· successful completion of the Uniform Bar Examination or license to practice law in the United States; and

· ability to obtain admittance to the Illinois State Bar within one year of acceptance of this position.

PREFERRED QUALIFICATIONS:

· demonstrated knowledge or experience with legislative work;

· demonstrated knowledge and understanding of, and experience working in fields involving ethics, sexual harassment, harassment, and discrimination laws and compliance;

· experience developing and administering training; and

· experience with project management.

JOB STATUS: Full-time, FLSA exempt. This position is also exempt from the State of Illinois Personnel Code.
