Data Analyst / System Developer - Austin
As a Data Analyst/System Developer, you will support existing agency operations as part of a broader team that plans, develops, and implements a new case management system. This will include assisting with the identification and tracking of important deadlines in the contested case process, tracking performance measures and identification and tracking new measures of systemic functionality. OIEC is searching for someone with a good working knowledge of Excel who can maneuver complex data to create quality reports. Will leverage the understanding of the reporting and data environment to support the development and maintenance of a case management system.
Data Analyst III: Performs moderately complex (journey-level) data analysis and data research work. Works under general supervision, with limited latitude for the use of initiative and independent judgement.
Data Analyst IV: Performs complex (journey-level) data analysis and data research work. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.
This vacancy will be filled at one of the two levels – Data Analyst III OR Data Analyst IV. The selected applicant will be offered the position that most closely matches the education and experience requirement.
This position may allow for telework, at the manager’s discretion. You will be required to report to the office as needed to attend meetings, training, and other job duties. Employees who are allowed to telework must have a secure, dedicated workspace with Internet service.
The candidate must reside in Texas or be able to relocate to Texas by the start date.
This position:
- Compiles reviews, validates, and analyzes data for statistical reports and budget reports
- Uses analysis and visualization tools such as Excel, Tableau, Power BI, Visio, and SAS
- Develops and maintains complex data products and visualizations that support internal decision-making that meets the needs of management staff and executive staff
- Defines, develops, and implements data and reporting standards related to the development of a case management system
- Collaborates with the business areas and IT and ensures that data related requirements are clearly defined, prioritized, and well understood
- Creates, maintains, and manages a data asset catalog and completes inventory of organizational data related to the development of a case management system
- Works with agency staff and across organizations to identify and coordinate programming needs
- Performs related work as assigned
Data Analyst III:
- Graduation from an accredited four-year college or university
- Minimum of two (2) years’ experience in creating reports, performing statistical analysis, and using moderate to complex Microsoft Excel formulas
- Experience may be substituted for education on a year-by-year basis
Data Analyst IV:
- Graduation from an accredited four-year college or university
- Minimum of three (3) years’ experience in creating reports, performing statistical analysis, and using moderate to complex Microsoft Excel formulas
- Experience may be substituted for education on a year-by-year basis
Additionally, preferences for this job are:
- Graduation from an accredited four-year college or university with a bachelor’s degree in data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, economics, or a related field is generally preferred
- Experience creating and enhancing reports
- Experience in identifying and implementing process improvements
- Experience with budget-related reports, such as Performance Measures, Agency Strategic Plan, Legislative Appropriation Request and other Legislative Budget Board reports
This position requires demonstrated knowledge of:

This position requires the demonstrated ability to:
- Compile, review, validate, and analyze data for statistical reports. Respond to inquiries regarding technical support on reports, data, and other technical-type issues. Assist Executive staff in analysis, research, and preparation of responses to data-related requests
- Prepare, analyze and maintain necessary reports to ensure that OIEC meets reporting requirements. Serve as expert in the OIEC business areas, as related to the data, for trend analysis using Tableau and/or Power Business Intelligence Software
- Serve as the data-agency expert to assist Executive staff in preparing the agency Performance Measures, Agency Strategic Plan, Legislative Appropriation Request and other Legislative Budget Board reports
- Identify, develop and implement techniques for evaluating and improving division programs. Evaluate section operations to identify opportunities for business process improvements and make recommendations for procedure changes. Provide input and feedback towards the creation of a new agency case management system
- Leverage your understanding of the reporting and data environment to support the development and maintenance of a new case management system
