The Office of the Chief Financial Officer (OCFO) whose mission is to enhance the fiscal and financial stability, accountability and integrity of the Government of the District of Columbia is in search of a Risk and Compliance Specialist. This position is in the Office of the Chief Financial Officer (OCFO), Office of the Chief Risk Officer (OCRO.) The incumbent is responsible for providing assistance and support to the overall compliance process, including controls review, testing, reporting, and business area support. The incumbent assists management in effectively meeting the organizations objective, compliance initiatives and process improvement initiatives across the organization. Duties include, but are not limited to:

· Participating in Risk Management related projects/teams and keeps the Chief Risk Officer (CRO) informed of discussions, decisions and concerns.

· Monitoring the progress of the Risk Management project and informing the CRO as developments and/or changes occur.

· Documenting project plans, action plans, presentations and project results.

· Maintaining technology used for collection and reporting activities, including control frameworks (activities), control self-assessments, control test results, process documentation and financial control report.

· Monitoring and evaluating proper escalation procedures and setting an internal control system in place to ensure compliance with key rules and regulations.

· Identifies potential system and internal control gaps; and explains risks and countermeasures.

· Develops reports and other necessary documentation that justifies and supports business processes, risks and controls.

· Assisting the OCFO in continuous improvement of controls and compliance. Participating in process re-engineering and operational improvement.

MINIMUM QUALIFICATIONS:

Six (6) years of progressive experience performing the duties and responsibilities related to assisting and supporting risk operations; coordinating and managing ERM implementation initiatives; assessing, monitoring and identifying internal controls across an organization; understanding risk management and risk methodologies.

SPECIALIZED EXPERIENCE:

Experience that provides the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for this position.
