Position Summary:
Under direct supervision of the Executive Inspector General (EIG), assists the EIG with investigative tasks and manages inquiries from citizens and other agencies including contact via phone, email, walk-in, and referrals from other agencies; assists with monthly, quarterly and annual report filings for the OEIG; assists the EIG with investigatory, travel, fiscal, and other administrative tasks as needed; assists in drafting reports for investigative cases conducted by the EIG under the auspices of the State Officials and Employees Ethics Act; conducting or assisting with research relating to legal, investigative, disciplinary, and other relevant issues; provides follow-up to ensure timely communication and information flow between the OEIG and citizens, the Treasurer’s Office, and other involved agencies; consults with the EIG as may be necessary to address priority issues; working with information of an extremely sensitive and confidential nature associated with investigations and legal proceedings; frequent exercise of independent judgement; receives, reviews, and resolves general mail or correspondence for the OEIG; assists EIG with office inventory and maintains office supplies.
Duties and Responsibilities:
- Research inquiries received by the OEIG and drafts responses; ensuring timely follow up as needed; drafts and assists with investigations, interviews, and the monthly, quarterly, and annual reports generated by the OEIG.
- Assists in drafting reports for investigative cases including documentation of allegations, investigative steps taken, evidence adduced, analyses of ethical and legal implications, findings and recommendations for appropriate action.
- Assists in conducting research relating to legal, investigative, labor, disciplinary and other relevant issues under statutes, rules and regulations.
- Manages inquiries via phone calls, email, walk-in and referrals from other agencies; receives, reviews and resolves general mail and correspondence for the OEIG.
- Assists with travel arrangements and vouchers, OEIG contract management, and other administrative tasks as needed.
- Assists EIG with office inventory and office supplies; monitors and maintains supply cabinet; orders and invoices needed supplies.
- Provides administrative support to the EIG.
Specific Skills:
- Requires certification or investigative experience requisite to achieve certification within 6 months with the Association of Inspectors General or similar certifying entity.
- Requires high ethical standards and the ability to exercise good judgment when handling confidential or sensitive information.
- Requires excellent interpersonal, research, writing, organizational and communication skills.
- Requires skills to interpret and apply rules, regulations, policies and procedures.
- Requires working knowledge of administrative practices and procedures.
- Requires knowledge and understanding of agencies in the State of Illinois.
- Requires ability to develop and maintain satisfactory working relationships with the Treasurer’s Office, other state agency representatives, officials, organizations and the general public.
- Requires strong attention to detail and demonstrated ability to balance multiple concurrent priorities.
- Requires flexibility to work independently and in a team environment.
- Requires flexibility to travel, including overnight.

- Requires the possibility of traveling by car, train and airplane.
Education and Work Experience:
Requires knowledge, skill and mental development equivalent to completion of (4) four years of college, preferably with coursework in Paralegal Studies, Criminal Justice Administration, Public/Business Administration or related field of study; plus, two years of professional experience in a public or private organization; requires proficiency of Microsoft Office Suite (Excel, Word, Outlook) and other basic web applications.
