Position Overview:
Madison County is seeking a dynamic Human Resources Officer to join our Administration team. Under the direction of the Agency Director, the HR Officer will play a critical role in managing the agency’s personnel functions. This includes recruitment, employee relations, compliance, training and development, compensation, and policy interpretation. The ideal candidate will be a strategic thinker and hands-on contributor with strong communication and organizational skills.
Key Responsibilities:
- Support the Agency Director with administrative and HR-related tasks.
- Develop and manage job postings, recruitment, onboarding, and orientation processes.
- Advise staff on HR policies and ensure compliance with federal, state, and local employment laws.
- Handle employee relations, including investigations and disciplinary actions.
- Maintain accurate and up-to-date personnel, payroll, and medical records.
- Process payroll and track leave balances.
- Act as the primary TPOC/LSC for State systems and manage employee access to State software and hardware.
- Draft correspondence and assist with internal and external reporting.
- Represent the agency in HR-related meetings and trainings.
Qualifications:
- Bachelor’s degree in Human Resource Management, Public Administration, or a related field.
- Minimum of 3 years of experience in human resources or related work; or an equivalent combination of education, training, and experience.
- Strong knowledge of employment law and HR best practices.
Preferred Certifications:
- SHRM-CP, SHRM-SCP, or other relevant HR certifications.
- Notary Public certification.
Additional Requirements:
- Valid Ohio driver’s license and insurability under the County’s vehicle policy.
- Proficiency in Microsoft Office and HRIS systems.
- Ability to lift up to 30 lbs. occasionally and perform sedentary office work.
- Willingness to serve in additional agency support roles when needed, including receptionist duties.
Work Environment:
This role is primarily office-based with standard working hours. Occasional travel for meetings, trainings, or courthouse tasks may be required. The position involves minimal physical demands but may require lifting or transporting items in emergency situations.
