OMEC Migrant Recruiter

 

Reports to: OMEC Director or assigned supervisor

 

Job Objective: Identify and recruit families with children- birth through 21 years of age- for the Title l, Part C migrant education program and documents program eligibility.

 

Minimum Qualifications:

  • High school diploma or equivalent.
  • Bilingual proficiency in English and at least one of the following languages: Spanish, Haitian Creole, or Marshallese.
  • Ability to develop a liaison role between the home, school, community, and OMEC. 
  • Work independently with little supervision and complete accurate and timely reports.
  • Ability to conduct eligibility interviews face-to-face as well as over the phone.
  • Work flexible hours, including some evenings and weekends.
  • Ability to interact confidently with the public.
  • Ability to drive to regional assignments.
  • Effective problem-solving and time-management skills.

Note: Employees must obtain training and maintain skills to fulfill compliance requirements applicable to the position as required by board policy and state/federal law. 

 

Essential Functions:

 

1. Manages the planning, delivery, and advancement of migrant services that improve student participation and achievement.

  • Contacts school districts, employment agencies, and area employers to identify students and families that meet the eligibility criteria.
  • Engage staff agencies, community leaders, and employers to identify and recruit eligible families and promote migrant program objectives. Distribute fliers and canvas areas for potential families. 
  • Advocate for the migrant community and share information about the support services available in their communities and through the Title l—Part C migrant education program.
  • Actively recruits migrant children and families. Completes Certificate of Eligibility (COE) forms. Maintains complete and accurate records and ensures reports are submitted timely. Protect the confidentially of student records and other privileged information per FERPA.
  • Attend all necessary in-person and virtual trainings to maintain recruiter certification status. Verify student residency and eligibility based on training. Communicate ongoing field experiences with OMEC ID&R Coordinator and recommend ideas for improvement.
  • Initiates contact with parents, school personnel, and/or community resources to address truancy concerns. Helps schools with dropout prevention, re-entry, and school completion strategies for at-risk students. Works with staff to identify students struggling with academic and/or social-emotional concerns. Refer families to appropriate support services.
  • Performs other specific job-related duties as assigned.

5. Keeps current with emergency management plan procedures.

  • Protects program property. Takes precautions to prevent the loss of equipment and supplies.
  • Takes action to address harassment and/or aggressive behavior. Complies with all legal statutes when dealing with discrimination, inappropriate behavior, or suspected child abuse/neglect.
  • Upholds high standards for proper conduct. Implements effective pupil management procedures. Uses positive behavioral support techniques to address disruptive student behavior.

6. Performs other specific job-related duties as directed.

  • Implements workplace initiatives to advance organizational goals.

Performance Evaluation:

 

Employee performance is evaluated according to applicable law, board policies, contractual agreements, and service center administrative procedures.
