About This Position

Under the direction of the Director of EHS, provides professional expertise in the operation of Environmental, Health and Safety programs to help ensure compliance with regulatory requirements, national consensus standards and OSU safety policies and procedures.

The Environmental Compliance Program Manager oversees activities related to environmental regulations including but not limited to ODEQ and EPA. Monitors organizational performance, develop policy and compliance strategies, maintain necessary permits, perform facility audits, train managers and employees and assess and apply strategies for continuous improvement.

  • Direct environmental programs, such as air compliance, aboveground or underground storage tanks, spill prevention and control, solid waste recycling, and hazardous waste disposal.
  • Provides management oversight for the operations and staff of the Hazardous Waste Disposal section.
  • Liaison with federal, state and local agencies on environmental reporting and audits.
  • Prepares annual environmental reports including Tier II and Air Emissions.
  • Conducts internal reviews or audits to make sure that compliance procedures are being followed.
  • Develop or implement environmental compliance plans for programs, such as air quality and pollution prevention.*Keep informed about industry trends and best practices. Assess the possible impact of any changes on organizational processes.
  • Obtain, maintain and revise necessary environmental and some operating permits.
  • Provide regulatory guidance to facility management and other relevant departments.
  • Review or change policies to comply with changes to environmental standards or regulations.
  • Oversee and assist leadership during facility restructuring projects/major process changes to verify that environmental permits are obtained at the facility prior to the installation or modification of equipment/process change.
  • Work with leadership to develop EHS audit program requirements and facilitate EHS audits to support compliance certification as required.

Supervisory responsibilities: Two full-time staff and possibly a student employee.

Must pass post-offer physical and annually thereafter. Must be able to pass respiratory fit test, be able to work while wearing a respirator and comply with OSHA requirements. Regular exposure to physically demanding and hazardous tasks including walking for long periods of time, bending, stooping, lifting, standing, reaching and climbing stairs/ladders. Must be able to lift in excess of 30 pounds. Working conditions range from clean to dirty atmospheres under all types of conditions and weather.

On emergency call 24 hours per day, 7 days per week. Due to communication expectations of the position, the incumbent will be required to carry a department-issued cell phone.

Required Qualifications

  • Bachelor's Environmental Science, Engineering or related field. (degree must be conferred on or before agreed upon start date)
  • Three years experience with administering and managing environmental compliance programs.

Certifications, Registrations, And/or Licenses:

  • Valid driver's license. A valid driver's license must be maintained for the operation of an OSU vehicle, which is required in the performance of job duties as assigned.
  • Certification in CPR, First Aid, and AED. If needed, certifications will be provided by the department within six months of employment.
  • Additional recertifications will be provided throughout employment as required to remain up-to-date. 24 hour HAZWOPER certification. If needed, certifications will be provided by the department within six months of employment.

Skills, Proficiencies, And/or Knowledge:

  • Ability to communicate well with administrators, faculty, staff, students and others efficiently, effectively and in a professional manner.
  • Ability to analyze complex problems and develop practical cost-effective solutions.
  • Ability to understand and interpret complex state and federal laws and regulations.
  • Ability to operate calmly under emergency and stressful conditions. Expert knowledge of ODEQ and EPA.
  • Ability to communicate well (verbally and written) with good report writing skills.
  • Computer skills to include operation and utilization of various software programs to include MS office.

Preferred Qualifications

  • Master's Environmental Science, Engineering or related field.
  • Over five years experience with administering and managing environmental compliance programs

Certifications, Registrations, And/or Licenses:

  • 24 hour HAZWOPER certification. If needed, certifications will be provided by the department within six months of employment.
  • Additional recertifications will be provided throughout employment as required to remain up-to-date.
  • Certified Hazardous Materials Manager (CHMM).Certified Hazardous Materials Practitioner (CHMP).

Salary : $65,000 - $90,000
