Candidates will be considered for either the Transportation Specialist OR Senior Transportation Specialist position based on qualifications. 

Transportation Specialist Qualifications (starting $32.07 - $42.83, with progression to $53.58):

Associate’s degree from an accredited college in civil engineering technology, construction management or related field. (Transportation Specialist Qualification)

OR

Bachelor’s degree from an accredited college or university in civil engineering, construction management or related field. (Transportation Specialist Qualification)

OR

A combination of education and experience equivalent to four (4) years of experience in a similar position as listed in the work functions. (Transportation Specialist Qualification)

Senior Transportation Specialist Qualifications (starting $36.60 - $48.88, with progression to $61.15):

Bachelor’s degree from an accredited college or university in civil engineering, construction management, geographic information systems, surveying, or related field and two (2) years of experience in a similar position as listed in the work functions. (Senior Transportation Specialist Qualification)

OR

Associate’s degree from an accredited college in civil engineering technology, construction management, geographic information systems, surveying or related field and four (4) years of progressive experience in a similar position as listed in the work functions. (Senior Transportation Specialist Qualification)

OR

A combination of education and experience equivalent to six (6) years of experience in a similar position as listed in the work functions. (Senior Transportation Specialist Qualification) 

Required Special Certification (Senior Transportation Specialist Qualification):

Must be certified by the State of Minnesota in Bituminous, Concrete, and Grading & Base upon employment.


Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver’s license and be free of any major traffic violations for the last three (3) years.

Under general supervision, performs highly skilled civil engineering work in construction and materials inspection, surveying, GIS mapping, computerized design drafting and related engineering support responsibilities. Uses computers, surveying instruments and drafting equipment in making quantity calculations in the office, and in the preparation of transportation construction plans. Work involves a leadership role on large or complex projects and independently resolves field or office problems. May be asked to lead and mentor other employees on complex projects. Some employees in this class may work most of the time in the office, while others may work nearly all of their time in field locations. Work in the field may be hazardous and dirty. Assignments and instructions are received orally and in writing.  Work is reviewed upon completion but is periodically spot-checked during progress.  Supports a diverse, respectful, and inclusive workplace.

  • Leads and oversees the activities of transportation staff by assigning tasks, responding to inquiries, resolving problems, and reviewing the work of coworkers for quality control purposes. Provides training, technical direction and checks the work of seasonal and less experienced staff.
  • Serves as lead inspector for construction projects, leads, and directs quality control tests on construction materials and completes documentation.
  • Answers questions for the public regarding maps and construction plans.
  • Prepares and maintains maps and drawings.
  • Performs safety inspections of existing bridges.
  • Schedules and leads field traffic studies including gathering, summarizing, tabulating and analyzing traffic data.
  • Assists with permits and transportation programs.
  • Performs related duties as required or assigned.
  • Thorough knowledge of the principles and practices used in engineering.
  • Considerable knowledge of State and Federal requirements for transportation construction.
  • Considerable knowledge of engineering mathematics and its application in field surveying and construction computations.
  • Skill in using surveying instruments and computers to design and prepare construction plans, maps and drawings.
  • Skill in the use of computers and technology, including GIS software.
  • Ability to read and interpret construction plans and legal documents.
  • Ability to lead and direct the work of others.
  • Ability to convey thoughts and ideas to subordinates effectively.
  • Ability to develop and maintain effective working relationships with others including the public.
  • Ability to communicate effectively both orally and in writing.
  • Ability to work under adverse weather conditions.
