The Orange County Emergency Services Department has an opening for a Recruitment and Engagement Manager.
The work is primarily responsible for performing public relations and administrative duties to promote and facilitate a comprehensive recruitment and retention program for the Emergency Services Department. An employee in this class has responsibility in developing, communicating, and administering recruitment and retention programs and strategies in emergency services classifications. An employee works directly with the Human Resources Manager during all aspects of recruitment to ensure the acquisition/retention of diverse, competent, and skilled team members. Further, an employee maintains a direct working relationship with the Emergency Services Director and the Division Chiefs (hiring managers) regarding all recruitment and retention matters.
Work is performed under the general direction of the Division Chief of Business Services with considerable leeway to exercise independent judgment within the framework of applicable rules, regulations, policies, and procedures in the performance of duties, both in terms of planning and accomplishing work, and in making decisions regarding customer needs and requests and conducting project assignments. Supervision over others is not required of this position. Position does related work as required.
: Because this posting is for current Orange County Permanent Employees Only the hiring salary for this posting will be based on current salary of qualified internal candidate chosen for this position and in accordance with the Orange County Personnel Ordinance. Classification Salary Range $55,308 - $ 93,173.

MINIMUM QUALIFICATIONS
Graduation from an accredited college or university with a bachelor’s degree in public safety, communications, marketing, public relations, human resources, or closely related field AND two (2) years of work experience in managing recruitment or public engagement programs in fire, emergency management services, and or law enforcement; OR
An equivalent combination of training and experience as defined above. A higher degree does not substitute for work experience.
SPECIAL REQUIREMENTS
Possession of or ability to obtain a driver’s license valid in the State of North Carolina for the type of vehicle or equipment operated.
Must have or be eligible to attain Division of Criminal Information Certification (DCI) within 60 days of hire.
Must be innovative and highly motivated in establishing public relation programs related to recruitment and retention.
All offers of employment are conditioned upon successful clearance of a background check. Employment cannot commence until the employee has been cleared.
In accordance with Section 28 of the Orange County Code of Ordinances, and/or relevant State and Federal statutes, candidates for employment may be required to undergo fingerprinting and a criminal history background check based on the job responsibilities of the position. A fingerprinting check is conducted by the State Bureau of Investigation (SBI) and a criminal history background check is conducted by an authorized Federal or State regulatory agency to determine eligibility for appointment. Employment is contingent upon successful clearance through these checks, which are mandated for certain roles depending on the nature of the job and applicable laws.
Further, all offers of employment are contingent upon the satisfactory verification of your eligibility for employment, successful completion of the required pre-employment testing and/or screening, including drug testing when required and the submission and approval of all new hire documentation completion of your new hire paperwork.
Employee must be able to work outside of regular business hours of the department and be available during emergencies.
