OC San is currently looking to fill the role of an Engineer (Electrical).
Under general direction, the electrical engineer performs the complex engineering duties involving wastewater treatment and collection systems that may include: Provides technical leadership and expertise in design, commissioning and construction projects, and has full responsibility of project work assigned; reviews plans and technical specifications and provides input on functional aspects of proposed plant and collection facilities as well as rehabilitation projects; technically leads and reviews the consultant’s designs for compliance with the scope of work, Engineering Standards, codes, industry standards, design quality expectations, and stakeholder needs; evaluates the design of complex engineering drawings, systems, and processes and overseeing the design of engineering plans; prepares electrical single line diagrams, plan drawings, details, control schematics, lighting calculations, cable and conduit schedules, load calculations and technical specifications for design projects; coordinates designs with operations and maintenance; attends and participates in design workshops; develops recommendations to project problems and issues; provides design and construction engineering services in completing projects within approved budgets and schedules; researches engineering and design issues, evaluates alternatives, and makes sound recommendations; reviews construction submittals for compliance with the technical specifications; ensures projects are constructed in compliance with contract documents; prepares complex engineering plan clarifications and changes in response to contractors’ requests for information during construction of facilities; coordinates commissioning activities; participates in acceptance testing and commissioning activities; actively troubleshoots issues as they arise; reviews electrical testing reports and verifies that the equipment is acceptable; oversees the start-up of facilities; participates in staff training; inspects and diagnoses problems and develops corrective action plans; being in charge of complex assignments, projects, and technical analyses requiring the full spectrum of knowledge, concepts, practices, procedures, and policies of engineering; being fully competent in all tasks related to assigned area of responsibility; participating in the development of request for proposal, scopes of work, reviewing proposals, and selecting consulting engineers; performing complex power system studies (short circuit, coordination, and arc flash) for engineering and maintenance projects to determine how the modifications affect the electrical systems and plan for future growth; performs engineering calculations and analysis for projects and equipment replacement; and ensures that established OC San standards, policies and procedures, and engineering best practices are consistently applied.
Provides leadership and guidance to others for programs and/or projects. As a program and/or project leader, may direct, assign, train, monitor and review the work activities of team members; determines work priorities; oversees quality and quantity of work performed and ensures adherence to established procedures; is a reference to employees by possessing specialized skills; and develops and implements work improvements. Responsibilities also include participating in the development of policies, procedures, and standards; attending and participating in professional group meetings to stay abreast of new trends and innovations; and researching emerging products and enhancements and their applicability to OC San’s needs.
The successful candidate will possess:
- Bachelor’s degree from a college or university accredited by the U.S. Department of Education, with major coursework in engineering, or a related field (Major coursework in electrical engineering is desired).
- A minimum of five (5) years of increasingly responsible engineering experience (Electrical engineering, preferably in water/wastewater electrical system design, is desired).
- Valid professional engineering (PE) registration from the State of California (Electrical engineering is desired).
- Valid California Class C Driver’s license.
Experience in the design of medium-voltage and low-voltage power distribution systems, medium-voltage and low-voltage motor control, standby power and uninterruptible power systems, drawings and technical specifications and development of request for proposal and scope of work language and composition is required. Experience performing electrical system analysis with short circuit, coordination and arc flash studies using a software program, preferably in ETAP software, is required. Experience troubleshooting electrical equipment and coming up with practical, proved solutions that meets OC San’s design standards and the needs of Operations and Maintenance. Experience in wastewater instrumentation, SCADA control and automation, and piping and instrumentation diagrams is a plus.

Hiring Salary Range: $126,692.80 - $139,672.00/Year
(starting salary will be within this range based upon qualifications)
Physical Demands
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, to inspect Sanitation District development sites, including traversing uneven terrain, climbing ladders, stairs, and other temporary or construction access points; ability to travel to various Sanitation District sites, projects and/or meetings; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing in and walking between work areas and to conduct inspections may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 10 pounds.
Environmental Elements
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may work in the field and occasionally be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
Disaster Service Workers
All OC San employees are designated Disaster Service Workers through state law (California Government Code Section 3100-3109). Employment with the OC San requires the affirmation of a loyalty oath to this effect. Employees are required to complete all related training as assigned, and to return to work as ordered in the event of an emergency.
