Overview:


Under general supervision, performs a variety of administrative and analytical duties relating to mobility management and assisting targeted individuals with their paratransit and/or non-paratransit transportation needs.


This is an exempt position in Salary Grade P: Min $71,822.40 – Mid $87,068.80 – Max $102,294.40 annually. The starting salary will be within this range based on qualifications.

Responsibilities:

  • Maintains the comprehensive specialized transportation database which includes detailed information on specialized services operated through Orange County. Coordinates with various internal and external stakeholders to create a specialized services handbook for Orange County.
  • Performs extensive marketing outreach and partnership building with human services agencies, organizations, and other entities throughout Orange County to gain support and participation for mobility management programs.
  • Develops and implements mobility planning services including transit training and other alternatives to enhance mobility among seniors and persons with disabilities.
  • Promotes the program through public presentations at service organizations, community groups and appropriate gatherings.
  • Establishes project and program policies and performance measures. Performs program monitoring and reporting.
  • Facilitates public outreach and communication activities, including meetings and workshops. Develops and distributes public communication materials to support services and programs including the transit newsletter and other public information pieces.
  • Contacts riders and applicants that are not OC ACCESS eligible or have a restricted eligibility to identify transit options to meet their mobility needs using existing public resources to determine such transportation options including the Orange County updated Coordination Plan.
  • Facilitates administrative recordkeeping activities associated with the mobility management program, including program files and documentation. Assists in the preparation of necessary reports, statistics and other documents.
Qualifications:

Any combination of education and experience equivalent to a bachelor’s degree in transportation, business/public administration, project management or related field and a minimum of three years of experience related to the position. Experience in the transportation industry working with persons with disabilities, and familiarity with mobility management, ADA and paratransit is desirable.


Knowledge of:

  • Accessibility features on fixed route and paratransit vehicles. Project and program management principles.
  • Computer applications and database software including Microsoft Office Suite.
  • Knowledge of Trapeze preferable.
  • Principles of recordkeeping, data collection and data management.
  • Contract administration and procurement process.
  • Special needs of people using transit services under the ADA.
  • Mobility planning services.


Ability to:

  • Work independently, and exercise judgment and discretion with confidential information.
  • Plan and organize work; meet schedules and timelines.
  • Organize and maintain program/project documentation and records.
  • Communicate effectively both orally and in writing with customers, citizen groups and the public on sensitive issues.
  • Use a computer and a variety of software programs to maintain data and compile reports.
  • Establish and maintain effective working relationships.
