What are the responsibilities and job description for the Air Conditioning Equipment Mechanic position at Orlando VA Medical Center?

The employee serves as Air Conditioning Equipment Mechanic (HVAC) within the Facilities Management Section at the Lake Baldwin Clinic in Orlando, FL. Employee is responsible to WS-10 Air conditioning Forman. The Journeyman HVAC Mechanic will be responsible for the day to day maintenance and operations of all HVAC systems throughout the Lake Baldwin Main Campus. VA employees may be required to work irregular tours of duty, including evenings and weekends in order to conduct the VA's mission.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:

  • Interpret Instructions, Specifications (includes blueprint reading)

  • Technical Practices
  • Troubleshooting
  • Use and Maintain Tools and Equipment
  • Without more than normal supervision


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Employee may frequently work in hot, humid, confined spaces, around equipment and systems associated with facilities,. He/she must climb ladders, bend, crouch, stoop and endure prolonged periods of standing and walking. Employee must lift parts and supplies weighing up to 40 pounds. Must be physically fit as work involves lifting, pulling, climbing, crawling, working with hands overhead, working in confined areas, and using arm and back muscles. Employee must possess ability to be on feet for long periods either standing, walking, working off ladders, or staging materials, and lifting equipment.

Working Conditions: Employee may be required to work in areas of high temperature, cold temperature, constant noise, chemical fume, dirt, soot, rotating equipment, oil, and grease. Work is performed inside and outside, sometimes in bad weather, wet, cramped locations; is frequently exposed to the possibilities of cuts, bruises, toxic fumes, gasses and acids. Assist other crafts within Engineering Services. Must be aware of safety hazards and know what actions should be taken to avoid them. Observe all local and national Safety Codes. Must know and comply with all safety factors of the various trades to prevent fires and injury to patients and personnel. May be in an environment where it will be required to wear a respirator and disposable clothing including coverall and cover for head, hands, and feet.

Responsibilities:

Duties include, but are not limited to:
  • Perform overhaul, installation, maintenance, modification and repair of various types of air conditioning equipment which is characterized by moderate complexity of design, construction and function.
  • Use basic knowledge and skills of the crafts to perform scheduled preventative maintenance inspections, systematic troubleshooting, maintenance and repair of various sizes and types of refrigeration and air conditioning equipment and system components.
  • Perform vibration analysis of major building service equipment such as circulating pumps, air handlers, cooling tower fans, medical air compressors and vacuum pumps.
  • Test systems and equipment for leaks, evacuate air and moisture or other foreign matter from refrigerant systems or components using proper refrigerants to obtain optimum operating levels.
  • Install, maintain and repair tubing valves, fittings, castings and equipment by welding brazing, soldering and flaring.
  • Erect or suspend scaffolding in the performance of duties and is responsible for the proper care and maintenance of tools and equipment.
