What are the responsibilities and job description for the Court Recorder/Technology Specialist position at Ottawa County?

Under the supervision of the Trial Division Director, creates and maintains a verbatim permanent record of court proceedings using digital audio and video recording methods. Prepares official transcripts of court proceedings.   Must be certified in accordance with MCR 8.108.  Acts as liaison between courtroom technology users, Information Technology Department, and equipment vendors. Maintains courtroom technology manual and provides instruction to judges, court staff, and attorneys, as needed.  Ensures the integrity of court recording technology and evidence presentation technology, including the establishment of daily monitoring processes.  Provides support to judges and court administration regarding confidential matters.  Performs general clerical duties, as assigned.The essential functions of this position include, but are not limited to, the following:
 
  1. Creates verbatim records of all court proceedings using computerized or recording methods.
  2. Enters log notes in real-time in the case management system, multiple other entries. Must have excellent knowledge and understanding of the Court Recorders Manual.
  3. Prepares official verbatim transcripts of court proceedings.
  4. Logs and maintains chain of custody for exhibits admitted as evidence in the courtroom.
  5. Assists judge with case files in the courtroom.
  6. Provides confidential clerical support to judges.
  7. Prepares confidential documents; maintains confidential files and records and ensures the integrity of confidential materials.
  8. Prepares transcripts for matters on appeal and other proceedings, as ordered.
  9. Must abide by established timelines regarding transcript preparation and filing.
  10. Receives and responds to requests for information and assistance from attorneys, defendants, parties to litigation and other individuals and organizations, referring matters to the judge as appropriate.
  11. Working knowledge of privacy requirements related to court records.
  12. Updates courtroom technology manual(s) as needed.
  13. Monitors operational effectiveness of courtroom technology and provides training, as necessary, regarding new or modified applications.
  14. Makes presentations regarding courtroom technology use to attorneys, upon request.
  15. Acts as liaison between the court, county IT staff, and courtroom technology vendors.
  16. Reviews orders drafted by attorneys/parties for accuracy, completeness, and compliance with appropriate court rules and statutes; obtains judicial signatures or explains required procedures for obtaining judicial approval.
  17. May perform other functions as necessary to ensure proper caseflow and timely litigation of cases.
  18. Performs other duties as assigned.
Completion of board-approved workshop or course of study as required by MCR 8.108(G)(3)(b) and (d).  Post-secondary training in courtroom technology; Associate degree in business information systems, legal secretarial, or other relevant field, and two years of progressively responsible experience in the legal profession; or equivalent combination of education and experience.  Bachelor's degree in business administration, technology or legal studies preferred.
 
 Licenses and Certifications:
 Must be certified by the State of Michigan as a Certified Shorthand Reporter or a Certified Electronic Recorder within 6 months of employment.Required Knowledge and Skills: 
  1. Working knowledge of Michigan Court Rules.
  2. Working knowledge of court administrative procedures and practices.
  3. Thorough knowledge of civil and criminal, domestic relations, and Friend of the Court processes.
  4. Excellent knowledge of legal terminology.
  5. Excellent knowledge of court recording protocols and requirements and the proper use of court recording equipment.
  6. Excellent working knowledge of courtroom technology.
  7. Excellent interpersonal and human relations skills.
  8. Excellent time management and organizational skills.
  9. Fast and accurate keyboarding skills.
  10. Excellent knowledge of privacy requirements related to court records.
  11. Understanding of strict confidentiality requirements.
  12. Excellent presentation skills.
  13. Excellent knowledge of the Michigan Court Reporters Manual and court recorder requirements.
 
Physical Requirements:
Must be able to perform essential job functions with or without reasonable accommodation, including but not limited to, visual and/or audiological appliances and devices to increase mobility. Will be required to sit for several hours at a time.
 
Working Conditions:
Work is generally performed in a courtroom setting and in a normal office environment. May be required to work non-traditional hours as required by court proceedings.
