Job Title: Housing Choice Voucher Manager

Supervision Exercised: Supervise HCV Eligibility Specialist/Accounting Clerk/Administrative Assistant, Front Desk Receptionist
Job Purpose: Responsible for the administration and efficient operations of Housing Choice Voucher, Project Based Voucher Program and all other related functions which promote the mission of the OHA.
ESSENTIAL DUTIES AND RESPONSIBILITIES
A. Manage and administer client lease up and compliance of HUD regulations for Housing Choice Voucher Program, Project Based Program and special program such as Foster Youth Independence.
1. Approve eligibility of prospective clients for the programs, complete Tenancy Request for Approval, third party verifications and administer the programs as required by HUD and Administrative Plan.
2. Perform Annual and interim recertifications, inspections, renewals as prescribed by HUD and Administrative Plan.
3. Enforce housing authority contract/addendum, client responsibility, repayment agreements and termination by reviewing HUD system Enterprise Income Validation on monthly basis.
4. Perform monthly review of HUDs Two Year Tool to determine month to month budget for the voucher issuance, submit report to MRI software for Voucher System Management.
5. Calculates Housing Assistance Payments, or participating family overpayments and set up proper collection mechanism; Prepares HAP checks (owner and tenant utility reimbursement) and responsible for maintaining payment hold list to comply with HUD regulations.
6. Process and disburse housing assistance payment checks monthly.
7. Complies with HUD policy and guidance; OHA policy regarding rent reasonableness, and ADMIN policy.
8. Direct supervision, performance evaluation, disciplinary action and guidance to assigned team; prepare monthly report for the Board of Commissioners in timely manner.
9. Provide an excellent customer service internally and externally; demonstrate continuous ability and superior teamwork within assigned department and OHA.
10. Provide assistance in landlord issues including complaints, lease violations, damage claims and education on rental assistance program. Prepare letters for the landlords regarding inspection or reinspection regarding repairs.
11. Contact eligible prospective clients for available vouchers using the mail and phone.
12. Research, develop, maintain and revise department forms, procedures and control systems.
13. Maintain client files according to OHA confidentiality standards.
14. Oversee HCV wait list and all activities in relation to the wait list.
15. Work on expansion of current landlord pool for the clients.
16. Schedule, attend, and address tenant request for informal/formal hearing for HCV and assist PH program with the same, as needed.
17. Network and promote OHA mission to the community at large.
B. Manage Portability process and HQS Inspections.
1. Interact and work with social service agencies to assist tenants as needed with various challenges pertaining to the Housing Choice Voucher Program.
2. Manages all aspects of the Portability process, including corresponding with other Hosing Agencies and following up with on any delinquent portable accounts.
3. Maintain required certification for performing HQS inspections.
4. Perform all type of inspections during tenant cycle.

E. May perform other duties as assigned and promote the OHA mission.
