Outside In is accepting applications for a Behavioral Health Director. This position will be an important member of the senior leadership team at Outside In and will oversee all programs in the Behavioral Health Department. The Behavioral Health Director will work at our downtown offices located at 1132 SW 13th Ave in downtown Portland, and reports to the Executive Director. 

The programs in the Behavioral Health Department work with young adults who have been impacted by houselessness. Half of our program clients identify as BIPOC, 70% as LGBTQIA, and 25% as trans or gender non-conforming.  We work with individuals who have often struggled to be served well in more traditional treatment settings. Our treatment models allow for long-term relationships and flexibility in supporting clients to meet their goals. We believe that nurturing a strong community is critical to the provision of equitable and anti-racist services. We adopt a team approach and collaborate across disciplines to support our clients. The Behavioral Health programs offer weekly supervision and clinical consultation meetings with the clinical teams. The impacts of the COVID 19 pandemic, climate change, and systems of oppression weigh disproportionately on the communities we serve. While this position involves sitting with people through significant pain and loss, we also witness an unbelievable amount of strength, resiliency, and beauty. 

This is a full-time, 40-hour-per-week, non-represented, exempt position with a starting salary range of $85,113 - $99,570, depending on experience and skills.   • You are familiar with evidence-based clinical practices including, Assertive Community Treatment (ACT), Dialectical Behavior Therapy (DBT), and Acceptance Commitment Therapy.
  • You understand how behavioral health services and models can be most effectively overseen in FQHC environments and with other required reporting, review, and deliverables.

What you will do: 

  • Ensure behavioral health programs meet established goals for participant access, integration, provider productivity, and clinical outcomes.
  • Make appropriate adjustments and modifications to clinical services to meet community needs.
  • Ensure full compliance with clinical contractual deliverables related to service provision, outcomes, licensing regulations, fidelity reviews, and certifications.
  • Collaborate with all Outside In divisions and program directors, etc. to assure a strong integrated system of care is delivered.
  • Supervise and oversee all aspects of the clinical operations of the department in alignment with the agency’s mission and strategic plan.
  • Lead and manage staff through recruitment, retention, mentoring, coaching, and supervision ensuring staff engagement to meet operational and clinical goals and objectives, including productivity benchmarks.
  • Assure timely, professional, and accurate completion of all clinical reporting requirements.
  • Regularly monitor the fiscal performance of Outside In’s behavioral health programs.

EDUCATION AND EXPERIENCE

Required:

  • Master’s degree in social work or counseling
  • Licensed in Oregon as an independent clinical social worker or counselor
  • Registered as a clinical supervisor with the Oregon State Board of licensed social workers or licensed professional counselors and therapists
  • Five years of experience in direct service administration of mental health and/or recovery programs
  • Five years of experience in staff supervision
  • Four or more years of experience providing direct service
  • Two years of experience providing clinical supervision to staff
  • Proof of COVID-19 vaccination status or approved medical or religious exception on file is required

Desired but not required:

  • CADC/MAC credential

WORKING CONDITIONS

This position is in a typical office and clinic environment, with moderate noise.

This job requires operating phones, computers, and other office equipment. Communicating is required on a regular basis. Some travel to community meetings and other Outside In locations.
