Description

Overview

The Behavioral Health Program Manager position works as a member of a multi-disciplinary team providing and integrated dual diagnosis treatment to transition age youth in the Multnomah County Homeless Youth Continuum. This position provides leadership in the team through staff supervision, meeting facilitation, supporting daily operations including staff schedules and caseloads, staff training, and clinical oversight of documentation (signing off on Assessments and Plans).

Responsibilities

  • Participate on interdisciplinary team. Support the program to comply with all requirements of the Oregon Administrative Rules related to applicable mental health and substance use treatment.
  • Participate in outreach activities necessary to offer services and engage participation in a non-coercive manner.
  • Provide initial comprehensive assessment and re-assessments of youth, including mental status exam, DSM diagnosis, and clinical formulation. Facilitate development of a Service Plan with each participant.
  • Support the Behavioral Health Director to complete grant reporting.
  • Support program to comply with fidelity markers for Dialectical Behavior Therapy and Acceptance Commitment Therapy.
  • Support program to meet standards and practices for fidelity to Integrated Dual-Diagnosis Treatment (IDDT) model.
  • Execute treatment services as identified on Service Plan, including individual and group therapeutic and skills interventions.
  • Participate in admission and discharge planning for any client needing hospitalization or subacute level of care.
  • Provide advocacy and assist youth in accessing the services and other resources they need.
  • Ensure effective coordination with Homeless Youth Continuum partners for the provision of shelter, housing, and case management services.
  • Review and sign-off on Assessments and Plans, discussing clinical formulation as needed.
  • Assist in facilitation of team meetings and decision-making.
  • Availability for afterhours coaching calls, as defined by DBT model.
  • Provide holiday coverage with other members of the team/program.
  • Maintain thorough knowledge of relevant treatment models.
  • Support program to comply with all regulatory and funder expectations, including ensuring timely documentation of services and outcomes.
  • Provide supervision to program staff.
  • Serve as Liaison between RISE and HYC partners.
  • Assist in planning and coordinating program staffing (review of ETO Requests), including staffing plans during peak summer and holiday periods.
  • Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to Outside In policies and agreements regarding confidentiality, privacy, and security.
  • Other duties as assigned.

Qualifications

  • Masters degree in a human services field and three years experience in mental health and meet State guidelines for QMHP.
  • Oregon LPC or LCSW.
  • Additional credential in Chemical Dependency counseling (CADC or MAC) preferred.
  • Able to be qualified by Outside In as a Clinical Supervisor - including demonstrated:
    • Competency in leadership,
    • Competency in wellness,
    • Competency in oversight and evaluation of services,
    • Competency in staff development, and
    • Ability to implement provider policies and procedures;
  • LCSW or LPC plus two years post-licensure experience and able to be qualified as a licensure supervisor preferred.
  • At least 2 years counseling experience, including experience working in mental health and/or substance abuse treatment or counseling programs (dual diagnosis experience preferred).
  • At least 3 years experience working with homeless or at-risk adolescents.
  • Knowledge of clinical documentation requirements.
  • Experience with and training in Dialectal Behavior Therapy required.
  • Experience with relevant treatment models including Assertive Community Treatment, Integrated Dual Diagnosis Treatment, and/or Acceptance Commitment Therapy preferred.
  • Knowledge and understanding of adolescent development, Trauma Informed Care, Stages of Change Theory, harm reduction and Motivational Interviewing.
  • Strong organizational skills, attention to detail, and focus on data collection.
  • Ability to work with a diverse population and interact effectively with different types of people. Good communication and conflict resolution skills.
  • Ability to work both independently and as a member of a team.
  • Meet the Youth Worker Core Competencies.
  • Support agency goals and the operational functioning of the Youth Department.
  • Perform all required documentation and information input in a professional, thorough, and timely manner.
  • Commitment to continual learning and quality performance.
  • Maintain professional boundaries and performance at all times.
  • Availability for after hours and holiday coverage rotation.
  • Valid drivers license.
  • If in recovery, must be able to document continuous abstinence under independent living conditions or recovery housing for immediate past two years.
  • Must pass pre-employment drug screen and background check. This includes clearance by the DHS Background Check Unit.
