What are the responsibilities and job description for the Sr. Proposal Coordinator position at PACO Group?
Under the direction of the Chief Business Development Officer, the Sr. Proposal Coordinator will be responsible for assisting in driving the strategic development, coordination, and delivery of high-quality winning proposals. Duties will include timely maintenance of project profiles, SOQ’s (statements of qualifications) corporate minority certifications, and other duties as required. Specific duties include but are not limited to the following:
Daily Monitoring of agency websites and subscription services for RFPs. Preliminary evaluation for a GO NO/GO process.
Teaming: Assist in securing teaming opportunities both Prime and Sub project opportunities.
Lead Proposal Development: Manage the entire proposal lifecycle, including RFP/RFQ analysis, content development, and timely submission of high-impact proposals and Statements of Qualifications (SOQs).
Content Creating & Editing: Write, edit, and proofread compelling content that clearly communicates our value proposition. Ensure all deliverables are polished, persuasive, and compliant with client requirements.
Design & Presentation: Create visually appealing proposal layouts, graphics, and PowerPoint presentations that align with PACO’s branding and storytelling.
Team Coordination: Foster strong collaboration with internal teams and external partners’ proposal managers/coordinators.
Templates & Process Optimization: Develop and refine proposal templates and style guides to ensure consistency and efficiency across submissions.
Multi-Proposal Management: Oversee and manage multiple concurrent proposals, prioritizing tasks while meeting strict deadlines while targeting the delivery of 4 to 5 proposal submissions per week.
Strategic Bid Decisions: Coordinate with Operations and leadership to facilitate Go/No-Go evaluations based on project feasibility and business priorities.
Market Intelligence: Monitor procurement portals and subscription services (e.g., PANYNJ, NYC MTA, NJ Transit, GovWin) for upcoming opportunities and ensure timely responses.
CRM Management: Maintain and update opportunities, pursuits, and project profiles within NetSuite CRM from initial lead to awarded contract.
Brand Support: Collaborate with marketing on brochures, flyers, website updates, and social media campaigns to enhance PACO’s market presence.
Business Development: Represent PACO during pre-proposal meetings, and networking events with clients and teaming partners.
Quality Assurance: Perform thorough reviews to ensure accuracy, compliance, and professional quality of all submissions.
Certifications Management: Maintain and update corporate certifications (M/DBE, technical, state, and federal qualifications).
Qualifications & Skills
Education: Bachelor’s degree in Marketing, Communications, Business, or a related field (or equivalent experience).
Experience: 3–5 years of proposal management or marketing experience in transportation, construction, engineering, or professional services industries.
Technical Proficiency: Advanced skills in Microsoft Office 365 Suite, Adobe Creative Suite (Photoshop, Illustrator, Acrobat), and CRM systems (NetSuite experience is a plus).
Writing Excellence: Exceptional writing, editing, and proofreading skills with a keen eye for detail and storytelling. Writing samples are a must.
Project Management: Strong organizational skills and the ability to manage multiple deadlines with minimal supervision.
Creative & Strategic Mindset: Capable of designing innovative, visually impactful proposals that stand out.
Communication & Collaboration: Strong interpersonal skills to work across diverse teams and represent PACO professionally in client-facing situations.
Adaptability: Comfortable in fast-paced, evolving environments and able to pivot priorities quickly.
Hourly Rate $45-60/hr; Commensurate with Experience
