Position Overview
Pact seeks candidates for Project Director of USAID’s upcoming $750M Integrating HIV Services into Primary Healthcare (INTEGRATE) opportunity. The goal of INTEGRATE is to contribute to sustaining the gains in the HIV response and enabling pandemic preparedness and resilience in the face of other external threats by integrating current health investments for HIV prevention, care, and treatment services into existing country health systems and primary health care (PHC) platforms, in alignment with country priorities.
The Project Director will lead a consortium of organizations working together to deliver on this goal through actions at the global level, as well as at the national and subnational levels, as required by USAID. They will provide technical leadership, strategic direction and planning, and operational oversight for overall implementation of the INTEGRATE mechanism and serve as the primary liaison with USAID, project partners, and relevant project stakeholders. The Project Director will be responsible for all aspects of program and consortium management and will ensure clear, effective communication with a diverse range of stakeholders. They will have primary responsibility for achieving and executing the project’s vision and strategy, managing relationships with key partners to maximize synergy and collaboration, and ensuring that all performance milestones and contractual requirements are met on time and within budget, while upholding the highest standards of technical excellence and program execution.
Key Responsibilities
- Set the overall technical direction of the project and lead the global project team to ensure alignment between project activities and strategy and to achieve high quality programming and achieve project results.
- Serve as the project’s primary liaison with USAID as well as senior counterparts in partner organizations, host country governments, and multilateral agencies, and other key stakeholders.
- Provide regular written and oral program progress updates to USAID and other key stakeholders as required and requested.
- Oversee project planning (e.g., development of work plans and operating budget) as well as internal and external reporting.
- Oversee and ensure effective project implementation across all project / country buy-ins.
- Provide strategic oversight to delivery of high-quality technical assistance to local implementing partners; lead monitoring visits to assess progress and ensure high performance of local partners.
- In collaboration with project team and partners, oversee effective reporting and tracking systems for timely and efficient delivery of key information.
- Facilitate and manage relationships and collaborative ventures with private sector partners.
- Manage the project budget to meet expected results and ensure effective, efficient, and transparent use of donor and Pact resources.
- Represent the project at national and international forums and events and ensure close coordination with relevant global, regional, and national initiatives.
- Comply with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.
- All other duties as assigned.

The salary for this position is determined based on a wide variety of factors including but not limited to an individuals skill sets, experience, training, certifications, education, as well as business needs and internal equity. At Pact, employees are typically not hired at the top of the range for their role and compensation decisions are made based on the aforementioned circumstances. A reasonable estimate of the current range is $130,000-200,000
