What are the responsibilities and job description for the TRANSIT SHIFT SUPERVISOR position at Park City Municipal Corporation?
DESCRIPTION:
Under general direction from the Assistant Manager of Transit provides support, leadership and direction to ensure effective and efficient transportation to Park City/Summit County’s community. Oversees the activities of the performance and operation of the transit department to obtain optimum use of equipment and personnel. Provides highly responsible and complex supervision, as well as policy support to the Assistant Manager of Transit and the Transit Manager, performs related duties as assigned. This is a full-time, year-round position with benefits.
EXAMPLES OF TYPICAL JOB DUTIES:
- Directly supervises and evaluates performance for Lead Transit Operators (LTO) and 20 Operators.
- Selects, coaches, counsels and assesses Operators for additional training needs through the successful completion of probation period; administers operator development and support.
- Ensures compliance with city and departmental policies and applicable SOP’s.
- Justifies and recommends solutions and/or policy exceptions to Manager/Assistant Manager for managing team performance.
- Identifies system problems with schedules, assigned routes, detours, on-time reliability, and potential safety hazards, etc; recommends and implements solutions.
- Creates appropriate detours and provides communication to internal and external customers for both long-term and short-term detours.
- Coordinates all daily dispatch activities; ensures that drivers are prepared and depart the garage on time.
- Identifies and advises management of operational trends and staffing needs.
- Develops partnerships with employees and other departments to create positive change and help establish an enjoyable and productive work environment.
- Leads or participates in special projects, committees, and task teams to help the city and department achieve established goals.
- Conducts run-bid process ensuring bids are timely, and accurate.
- Builds partnerships with businesses, community organizations and agencies to assist in identifying, coordinating and addressing transportation needs.
- Routinely utilizes video management system software to document incidents and submit reports and statements as necessary.
- Ensures compliance with all laws and regulations including ADA, EEO, DBE, DOT, FMLA, and FTA.
- Assists in management of an annual operating budget and annual capital budget. Accountable for fiscal responsibility of all department budgets and spending.
- Acting technical representative/project manager for transit procurements.
- Oversees transit records, vehicle usage, fuel consumption, pre-trip inspections, scheduling and passenger counts, as well as overall system efficiencies.
- Reviews accident occurrences and works with training to implement methods of preventing and reducing accidents of all types by teaching safety, defensive driving and accident prevention.
- Willingness and ability to function as a first responder in the event of a major disaster or event and maintain status on the emergency responders list.
- Supervises the use of ITS Systems (Intelligent Transportation Systems) AVL (Automatic Vehicle Location) within transit operations, provides training to staff on the proper usage of system and software. Understands reporting function for data analysis to ensure efficiencies are achieved.
- Responsible for On-call rotations; available and ready to respond 24 hours, 7 days a week.
EXPERIENCE AND QUALIFICATIONS:
Required:
- High School Diploma or equivalent.
- Valid Class B, Utah Commercial Driver’s License with air brake and passenger endorsements.
- 4 years of supervisory experience in the transit industry.
- Proficient in the use of computer systems to enter and retrieve information.
Preferred:
- Bachelor’s degree from an accredited program in a related field.
- Knowledge of automotive and diesel operations and maintenance procedures.
- 1 year of supervisory experience, preferably in the transit industry.
