About CA3: The is a coalition of over 40 expanded learning providers, intermediary organizations, and school districts across California, organized and led by PCY. This coalition represents the interests of the children and their families who rely on publicly funded expanded learning programs throughout California, as well as the vibrant and dynamic workforce that makes these programs so impactful.

Job Summary:

Are you passionate about educational justice? Do you have experience engaging in advocacy coalitions? We’re looking for an experienced coalition builder to lead our CA3 advocacy and drive statewide policy outcomes for kids and families across California. The Policy Manager supports the development and implementation of the Partnership for Children & Youth (PCY)’s and the California Afterschool Advocacy Alliance (CA3)’s policy and advocacy agendas to help ensure children and youth in the most under-resourced communities receive quality expanded learning (afterschool and summer learning) opportunities that support their academic, social-emotional, and physical well-being.

The Policy Manager provides strategy direction and implementation of the CA3 annual work plan, goals, budget; facilitates and designs the coalition regular meetings and relationship and stakeholder management; and contributes to the development and growth of PCY’s and CA3’s policy and advocacy goals, strategies, and projects. This position reports to the Director of Policy and works in close collaboration with PCY’s Co-Chief Executive Officers, the Director of Communications, and the Communications and Policy Coordinator. The ideal candidate is a mid-career professional looking to bring their experience with organizing and coalition building to a new social justice cause.

Key Responsibilities:

Leads the California Afterschool Advocacy Coalition (CA3)

  • Manages the development and leads the implementation of the CA3 annual workplan and budget;
  • Provides policy analysis and timely updates on impactful and relevant federal, state, and local proposals and initiatives/policies including position letters, factsheets, talking points, slide decks, and other communication products;
  • Executes CA3’s internal and external meetings, in person and virtually, including: agenda development, facilitation, materials creation, and follow up;
  • Represents CA3 in virtual and in-person legislative activities (attends committee hearings, and provides testimony and public comment), meetings, and outreach with public officials, advocates, and key stakeholders;
  • Manages the development and execution of CA3 external communication, marketing materials including website and newsletters with team members;
  • Increases members’ advocacy and policy knowledge, capacity, and engagement through responsive 1:1 coalition member support and proactive outreach and relationship-building.

Supports PCY’s Policy Agenda

  • Researches and provides policy analysis and updates on relevant federal, state, and local policy and key trends, including but not limited to K-12, childcare and early learning, college and career readiness, education financing;
  • Translates policy and develops resources to build awareness and understanding of the expanded learning community and key youth and family-serving sectors;
  • Designs and hosts trainings and creates advocacy opportunities and supporting materials to build the advocacy capacity of organizations and educators supporting students;
  • Represents PCY in policy discussions, presentations, and networking; conducts regular outreach to develop and maintain strong relationships with and support from state government officials and staff, coalitions, advocates, and partner organizations, as well as, expanded learning practitioners and researchers;
  • Supervises and supports the success of consultants and interns as needed.

Qualifications:

  • Commitment to and passion for social justice, racial equity, inclusion, and the mission and vision of PCY and CA3;
  • 4-7 years of relevant work experience in community or labor organizing or movement building efforts, including staff and volunteer leadership training experience;
  • Relationship-building: the ability to work well with diverse groups and individuals with a range of policy and advocacy experience, skills, agendas/positions;
  • Facilitation: the ability to plan and execute effective meetings with coalition members, engage diverse and differing viewpoints, capture and disseminate notes, and engage members to take specific actions;
  • Project management: the ability to organize and implement multiple projects with colleagues and partners and be responsive to and accommodate the state government calendar and deadlines;
  • Flexibility and continuous learning: the ability to plan, implement, assess, accept support from colleagues, and adapt in an ever-changing policy and political landscape;
  • Integrity: public officials and partners view you as dependable, responsible, and trustworthy;
  • Understanding of the state legislature, state campaigns or government agencies, demonstrated knowledge of the legislative and budget processes, advocacy campaigns, and how to work with public officials and their staff;
  • Ability to travel within California.

Job Category: Full-Time, Exempt

Compensation: Starting annual salary range: $82,000-$88,000 commensurate with experience.

Paid time off including vacation starting at 10 days, 11 observed holidays plus winter break for team rest and restoration, 3 personal days, and 12 sick days. Reports to: Director of Policy

Work location: Remote. California-based required. Ability to travel within California required.
