Job summary
The Talent Acquisition Specialist is responsible for attracting, sourcing, and hiring top talent for Platte River Power Authority. They collaborate with hiring managers to understand staffing needs, develop recruitment strategies, and execute the full recruitment lifecycle, including job postings, candidate screening, interviewing, and offer negotiation. They also build and maintain relationships with external recruitment agencies, job boards, and professional networks to expand the candidate pool and ensure a diverse and qualified applicant pool. Additionally, they may assist with onboarding and orientation processes for new hires.

Essential duties and responsibilities
- Models the mission, vision, values, and culture of the organization
- Provides full cycle recruitment, from requisition to onboarding, using various methods to source, recruit and network with potential candidates including social media platforms, networking events, and job fairs
- Using project management principles, coordinates full-cycle recruitment process for open positions
- Provides a high level of customer service and effective, ongoing communication to hiring managers to determine staffing needs, prepares employment advertisements, and places in the appropriate channel to ensure the best applicant pool
- Develops and maintains strong effective relationships with hiring managers and prospective talent
- Conducts interviews with candidates to gauge interest in the position and communicates the Platte River value proposition; understands and communicates the organizational culture and employer brand throughout the recruitment cycle
- Assesses the qualifications, knowledge, skills, and abilities of potential candidates
- Provides feedback and recommendations to hiring managers regarding applicants and their applications
- Actively works to build diversity and inclusivity in hiring practices
- Works closely with hiring managers to develop applicable materials, including phone screen and panel interview questions
- Ensures all records and documents are collected and appropriately stored at the end of the recruitment cycle for each job opening in accordance with established internal HR processes
- Ensures organizational involvement in appropriate job and career fairs and establishes strong relationships with organizational and industry-specific entities
- Continuously evaluates and identifies areas of process improvement within the recruiting construct and creates, updates, and trains and communicates process changes and improvements
- Works closely with HR colleagues to ensure all aspects of the recruitment process are complete and effectively communicated throughout the organization
- Conducts reference checks and initiates and processes pre-employment background checks
- Ensures recruitment information is accurately entered into applicant tracking system and records are maintained to support documentation of Affirmative Action efforts
- Organizes, coordinates, and prepares new employee immersion meetings or other HR initiatives
- Assists employee relations in other areas of HR on an as-needed basis
- Interacts with employees with a customer service and employee experience mindset on a day-to-day basis
- Ensures appropriate handoffs to appropriate HR staff
- Actively partners with and supports workforce planning implementation
- Provides guidance and training for employees or leaders on performance evaluations
- Sources passive and active candidates through a variety of networks
- Create and lead the organization’s internship program, including program design, recruitment, and implementation to deliver a high-quality experience aligned with business needs.
- Assists in other areas of Human Resources on an as-needed basis
- Performs other duties as assigned

- Maintain current knowledge of Equal Employment Opportunity (EEO) and affirmative action guidelines and laws, and other regulations by attending webinars or other available training
- Ability to observe, receive, and otherwise obtain information from all relevant sources
- Ability to enter, transcribe, record, store, or maintain information in written or electronic/magnetic form
- Ability to work effectively within applicant tracking systems and to measure recruitment-related outcomes
- Ability to establish and maintain effective working relationships, exhibit a positive approach, and collaborate with others on the HR team and with others in the organization to provide a high level of service internally and externally
- Experience in recruiting specialized positions in information technology, engineering, and utilities is preferred
- Knowledge of Ceridian's Dayforce is preferred
Required education and licenses
- Bachelor’s degree from an accredited college or university in Human Resources or related field or an equivalent combination of education and experience
- Current valid driver’s license and ability to remain insurable under the vehicle liability policy
- Minimum of two or more years of work experience in full-cycle recruitment/talent acquisition
- Minimum of two years of experience working in applicant tracking systems
- Experience leading an effective internship program
- Experience working with Dayforce Ceridian
Minimal physical effort typically found in clerical work. Primarily sedentary, may occasionally lift and carry light objects. Minimal walking or standing as needed.
Hazards
Minimal exposure to hazards are typically found in general office environment where there is rarely to no exposure to injury or accident.
Pay
This is an exempt role; salaries are paid bi-weekly and are annualized below for reference. Factors that may be used to determine actual salary include specific skills, years of experience, education, and certifications.
