Position Summary:
The Philadelphia Department of Behavioral Health and Intellectual Disabilities Services Emergency Preparedness Unit (DBHIDS) works to plan and prepare for emergencies; educates the public and staff regarding emergency preparedness; coordinates behavioral health emergency response and long-term recovery efforts and develops tools and identifies resources to support the overall preparedness and response capacity of the City of Philadelphia.
Candidates for this position should possess a strong desire to work in a team-oriented, fast paced, professional public health environment. The successful candidate for this Response Planner position will be primarily responsible for assisting with growing and shaping the DBHIDS community initiative, the Network of Neighbors Responding to Violence. This position requires flexibility with scheduling and the ability to work beyond the standard work day and weekends. Network of Neighbors Responding to Violence is a network of trained individuals who are called on to support communities throughout the City of Philadelphia after violent, often traumatic incidents. Network of Neighbors provides a safe space and facilitates structured conversations for the impacted community to discuss their reactions to the traumatic incident.
This position may also assist with the development, strategic planning, implementation and evaluation of an integrated preparedness and response program to support the response to emergency incidents in Philadelphia. Emergency Preparedness staff periodically work during non-business hours for extended periods of time, as needed in a field environment and during disasters or emergencies.

Duties and Responsibilities:
- Participating in Network of Neighbors Training to facilitate responses.
- Gaining subject matter expertise in the area of disaster response and recovery to support EPRU.
- Developing partnerships with stakeholders from local. state and federal government as well as community-based organizations. non-profit organizations and private entities
- Facilitating communication and coordination between agencies involved in emergency response under the direction of the Director of Emergency Preparedness and Response
- Communicates and corresponds with trauma responders about deployment and responses. Assists with scheduling and coordination of Quarterly Responder meetings
- Collect data and outcomes for external funding and internal development. Maintains
- trauma responder files and documentation
- Assists with organizing trainings and conducting presentations related to the EPRU and Network of Neighbors
- Assists with developing the Network's presence in the community via advertising, email list- serve for trauma responders, social media, attending community meetings, health fairs and networking
Education and Experience:
- Bachelor's Degree with at least six (6) years of experience. Master's Degree from an accredited school in planning, public health. psychology, social work or a related field preferred
- Experience working within an emergency management, public health, social work or human services organization is preferred
- Familiarity with Philadelphia geographic area is preferred
