This position is responsible for directing the county’s financial operations.


WORK SCHEDULE

Full Time; 8 Hour Shifts


COMPENSATION/ SALARY

Salary: Negotiable based on experience.

Additional salary grades or steps may be given for relevant experience or education.

MAJOR DUTIES • Prepares the annual budget and the Capital Improvement Plan; assists department heads, as needed, to prepare budget amendments. • Prepares the Annual Comprehensive Financial Report (ACFR), including statistical tables and letters of transmittals; submits audit information to state and other agencies. • Prepares monthly budget reports and monitors expenditures; works with department heads to manage budgets; prepares other finance reports as requested. • Coordinates and monitors grant receipts and expenditures; submits payment requests as needed. • Coordinates the annual audit and prepares related reports and schedules; oversees the county’s internal operating systems. • Manages all financial accounts and reviews monthly bank statements and analyzes collateral. • Provides advice to the County Manager, Board of Commissioners, other elected officials, and department heads regarding financial matters. • Prepares forecast reports and assists with long-range planning. • Oversees the county’s cash management and investment functions. • Trains, assigns, directs, supervises, evaluates, and disciplines personnel. • Approves vendor invoices for payment. • Reviews ledger for errors and omissions; reconciles subsidiary ledgers to general ledgers. • Establishes internal control procedures that ensure compliance with state and federal guidelines. • Prepares the county millage rate. • Prepares state and local surveys and reports. Finance Director, • Maintains fixed asset database and calculates annual depreciation expense. • Prepares monthly sales tax reports. • Manages county financial software. • Attends a variety of meetings. • Collects and appropriately disburses SPLOST funds; monitors payments to ensure compliance with guidelines; publishes annual SPLOST report. • Performs related duties.

KNOWLEDGE REQUIRED BY THE POSITION • Knowledge of generally accepted accounting principles (GAAP). • Knowledge of Governmental Accounting Standards Board (GASB) guidelines. • Knowledge of investment and banking policies. • Knowledge of budget development and management principles. • Knowledge of local government operations. • Knowledge of relevant federal and state laws. • Knowledge of public finance and fiscal planning. • Knowledge of computers and job-related software programs. • Skill in identifying and solving problems. • Skill in the supervision of personnel. • Skill in researching information and preparing complete and accurate financial reports. • Skill in multitasking. • Skill in interpersonal relations. • Skill in oral and written communication.

SUPERVISORY CONTROLS The County Manager assigns work in terms of department goals and objectives. The work is reviewed through conferences, reports, and observation of departmental activities.

GUIDELINES Guidelines include GAAP, GASB guidelines, Georgia Financial Audit Reporting requirements, Georgia Department of Revenue guidelines, the GFFOA Blue Book, and county and department policies and procedures. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines.

COMPLEXITY/SCOPE OF WORK • The work consists of varied accounting, management, and supervisory duties. Strict deadlines and the need for accuracy contribute to the complexity of the position. • The purpose of this position is to direct the county’s financial operations. Successful performance in this position facilitates the work of all county departments.

CONTACTS • Contacts are typically with co-workers, employees in all county departments, elected and appointed officials, representatives of business and civic organizations, bank personnel, consultants, school district personnel, vendors, representatives of state agencies, and the general public. • Contacts are typically to exchange information, resolve problems, motivate person, justify and settle matters, and provide services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light objects. • The work is typically performed in an office.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY This position has direct supervision over Accounting Technician (2).

MINIMUM QUALIFICATIONS • Bachelor’s degree in a course of study related to the occupational field. • More than five years of related experience required.

PREFERRED QUALIFICATIONS • Master’s degree in a course of study related to the occupational field preferred. • Certification as a Government Finance Officer preferred. • CPA preferred. • Experience in Tyler Technology: New World
