What are the responsibilities and job description for the Environmental Project Manager II position at Port of Tacoma?

The Environmental Project Manager II is part of the Permitting and Habitat Development Team, responsible for ensuring the Port’s/Alliance’s development projects and certain operations are following environmental laws and regulations.

This position is specifically responsible for managing the environmental components of the Port’s/Alliances dredging program (bathometric surveys, maintenance dredges, cutbacks and deepening) as well as other highly complex redevelopment efforts. A deep understanding of environmental permitting and associated efforts necessary to conduct dredging in Puget Sound and the redevelop of industrial properties is essential.  
  • Manages assigned programs and projects in compliance with environmental rules and in a manner that minimizes the potential for and impact of regulatory agency enforcement activities. Makes recommendations to address technical, legal and community issues relating to assigned projects.
  • Advise Commercial Group and other Port departments in the environmental aspects, of dredging, site restoration, development, improvements, and operational compliance. Manages Port/Alliance resources, and internal coordination needs on projects as assigned.
  • Identifies environmental consultant/contractor needs for projects as assigned; presents consultant contract funding requests to Executive Director and Port Commission; negotiates technical scope for contracts; directs/supervises consultant work.
  • Develops and manages any site-specific, cost-effective work plans and schedules. To include project budgets, quarterly budget updates and tracks time to account for project costs. Assists Finance with capital improvement accounting requirements.
  • Prepares and presents written and oral briefings to Port Commission, agency heads, elected officials, and at community or public hearing forums on assigned projects and associated environmental issues.
Bachelor's degree with emphasis in environmental studies, environmental planning, resource management, geology, hydrogeology, air quality, public administration, or environmental engineering is required. An appropriate master’s degree may be substituted for up to two (2) years' work experience. 

A minimum of five (5) years progres­sively responsible experience in positions requiring analytical ability, program and policy implementation, working under environmental laws and programs and with environmental regulatory personnel, applying environmental science, public speaking, written communication, coordination, negotiation, and conflict resolution is required.

Project and contract management experience with professional consultants is very desirable and will be a position duty. Must have or be capable of obtaining OSHA 40-hour certificate and subsequent 8-hour refresher courses. Technical and regulatory working knowledge of four (4) or more of the following is required:  project management; port or land development and permitting; hazardous/solid waste management; "Superfund"/MTCA/RCRA/TSCA site investigation and cleanup; environmental engineering; surface and ground water quality; air quality management, climate protection, environmental sustainability, public or legislative involvement; contract management; environmental audits; or other environmental regulatory programs affecting ports. 

Incumbent must maintain regulatory and technical knowledge to complete project assignments and remain current with changing regulations and technical advancements.

Ability to work closely with Port groups and departments, including Operations, Maintenance, Engineering, etc. to identify and resolve environmental issues that could adversely affect the Port.

Ability to establish and maintain good working relationships with federal, state, and local regulatory agencies, Indian Tribes, industry groups and other stakeholders.

Salary : $99,888 - $159,804
