Prevailance is seeking a mission-focused, experienced professional to support United States Fleet Forces Command (USFFC) as a Navy Antiterrorism Exercise Planner - Manager. The Exercise Planner will contribute expertise in:
- Exercise design, development, and execution
- Inter-agency and joint service coordination
- Detailed planning, scenario development, data collection and analysis, evaluation, and improvement planning for multi-year exercise programs
- Developing and refining exercise data capture documents to support USFFC objectives
- Preparing detailed products and briefing findings at the O-6 and above levels, including providing actionable recommendations
The intent of this role is to integrate seamlessly into the USFFC N042 Assessments Branch, delivering real-time assessment recommendations to improve performance, allocate resources effectively, and enhance responsiveness to emergent challenges.
Responsibilities:
- Lead and manage antiterrorism exercise planning, design, and execution
- Collaborate with government and military personnel to ensure exercise objectives are met
- Analyze and synthesize raw data to identify performance trends and recommend DOTMLPF-P solutions
- Develop MOEs (Measures of Effectiveness) and MOPs (Measures of Performance) to evaluate and enhance operational effectiveness
- Present briefs and documents to leadership, facilitating decision-making at the O-6 and Flag levels
Requirements
Experience (may run concurrently):
- 10–16 years of experience in military operational environments
- 3–6 years of leadership experience (e.g., Department Head, SECO, Provost Marshall)
- 2–4 years in advisory, training, evaluative, or assessor roles involving unit evaluations/certifications
- 2–4 years of experience on high-level (O-6 and above) staff, including engagement with Flag-level leadership responsible for Tactical Control (TACON) for Force Protection (FP)
Skills and Knowledge:
- Expertise in US Navy antiterrorism, physical security, and law enforcement processes/procedures at all levels of war
- Familiarity with command and control (C2) processes of Maritime Operations Centers (MOC), Regional Operations Centers (ROC), and Installation Emergency Operations Centers (EOC) related to TACON for Force Protection
- Knowledge of the Universal Naval Task List (UNTL), Navy Mission Essential Tasks (NMETs)/Navy Tasks (NTAs), and the Navy Warfare Training System (NWTS)
- Understanding of National Incident Management System (NIMS), National Response Framework (NRF), and Homeland Security Exercise and Evaluation Program (HSEEP)
- Experience with Measures of Effectiveness (MOEs) and Measures of Performance (MOPs)
- Strong analytical skills to consolidate and interpret assessment data, identify trends, and propose solutions
- Proficiency in Microsoft Office (Excel, PowerPoint, Word)
Preferred Qualifications:
- Former Navy or military officer (O4 or above), LDO at the O4 level or higher, or senior enlisted (E8/E9) with operational and staff experience
- DoD Antiterrorism Level II or III certification
- Completion of ICS and NIMS courses
Education:
- Bachelor’s degree is preferred. In lieu of a degree, four (4) years of military officer exercise experience is acceptable
Security Clearance:
- Must be able to obtain and maintain a Secret security clearance
