Established in 2012, Benchmark, a division of National Underground Group, provides damage prevention solutions to utility companies and municipalities. Benchmark also provides private utility-locating services to homeowners and contractors, with 24/7 service to its clients.
Benchmark is responsible for eliminating or reducing damages to underground utilities during any kind of excavation. Through the 811-call center, Benchmark locates underground facilities through established on-call contracts, and is responsible for marking gas, water, sewer, electric and fiber lines.

Benchmark’s contracts typically span several years, so providing the highest-quality work and outstanding customer service is the top priority, after ensuring that all safety measures are taken before, during and after each project. On its largest contract, the firm boasts a 99.99% accuracy ratio. Benchmark provides service to Virginia, D.C., Maryland, North Carolina, South Carolina, and Delaware.
Position Summary:
The Director of Operations leads and manages all aspects of Benchmark’s field and administrative operations. This role ensures operational excellence, regulatory compliance, and high-performance service delivery across multiple regions. The Director will drive strategic initiatives, foster team development, and maintain strong client relationships to support Benchmark’s mission of safety, accuracy, and customer satisfaction.
Key Roles & Responsibilities:
- Oversee daily operations across Benchmark’s service areas, ensuring timely and accurate utility locating services.
- Lead regional managers and field teams to meet performance, safety, and quality standards.
- Develop and implement operational strategies aligned with company goals and client expectations.
- Monitor KPIs and operational metrics to identify areas for improvement and cost efficiency.
- Ensure compliance with federal, state, and local regulations, including OSHA and 811 standards.
- Collaborate with executive leadership on budgeting, resource planning, and contract execution.
- Build and maintain relationships with utility clients, municipalities, and contractors.
- Champion a culture of safety, accountability, and continuous improvement.
- Support training and certification programs for field staff and supervisors. Other duties as assigned.
Requirements/ Qualifications:
- Bachelor’s degree in Business Administration, Engineering, or related field (Master’s preferred).
- Minimum 7 years of experience in utility locating or underground infrastructure operations.
- Proven leadership in managing multi-site teams and complex field operations.
- Strong understanding of utility locating technologies, GIS mapping, and regulatory standards.
- Excellent communication, organizational, and analytical skills.
- Valid driver’s license with acceptable driving record.
- Ability to travel across Benchmark’s service regions as needed.
- Ability to lift, push, and pull at least 50 pounds
- Ability to walk all types of terrain (grass, ditches, wooded areas, gravel, etc.) in and around construction zones and residential, commercial, industrial and rural areas in all types of weather conditions (rain snow, cold, heat, etc.). May require walking up to 5 miles in one day, several times a week. Travel up to 75% of time worked.
