Clinical Director (Medicaid CPS Program)

Essential Duties and Responsibilities

• Provides weekly individualized clinical supervision to CPS and Supervisory staff.
• Works with Direct Services Staff Liaison to ensure employees' meet all credentialing and regulatory standards. Implements training plans for employees reflective of staff, program, and participant needs. All trainings must meet requirements of state regulations, licensing entities and be trauma-informed.
• Assists with the development and implementation of program standards, policies, and procedures to ensure compliance with contract requirements.
• Manages administrative operations of program including assessing referrals, intakes, and discharges.
• Collaborates with Project HOME's internal departments, including Human Resources, Accounting, Compliance, Healthcare Services, Shared Services, Street Outreach, and Supportive Housing Operations to ensure quality service delivery and contract compliance.
• Work closely with employees to provide support while in the field. Provide hands on support for difficult cases. Maintain a small caseload, when needed.
• Provide behavioral health services as needed, such as diagnosing and treating individuals with behavioral, mental, and emotional conditions.

BILLING & CQI (CONTINUOUS QUALITY IMPROVEMENT)

• Establishes a culture and system of meaningful CQI through consistent feedback review from program participants and CPS staff. Incorporates a method of program assessment into regular communication with program participants and CPS staff. Implement programmatic change in a thoughtful manner that aligns with the mission, vision, and values of Project HOME.
• Identifies new opportunities for expansion through continued research related to best practices and trauma-informed program models, incorporating staff and participant feedback and highlighting areas for growth and change.
• Regularly reviews documentation to assess for training needs and to ensure regulatory standards are met in terms of billing and service delivery.
• Manages and reviews annual budget, program operations, personnel needs and staffing patterns. Works with Billing Specialist to consistently evaluate program performance and areas for improvement.

Education and Experience Minimum Requirements

Minimum Experience

• A Master's degree and 6 years of mental health clinical experience, which may include experience in peer support services.
• Licensed Clinical Social Worker
• At least 3 years of supervisory experience.

Preferred Experience

• Experience working with individuals experiencing homelessness, especially those with active substance use disorders and mental health diagnoses.
• Experience working in Medicaid billable settings either as an administrator or staff.
• Existing Certified Peer Specialist Supervisory training.

• Valid Pa driver's license.

Physical requirements: Sedentary work that primarily involves sitting/standing.
