Position Title: Construction Management Representative

Location: Yellowstone National Park, Wyoming

Period Of Performance: 958 calendar days

Salary Range: $80,000-$95,000 annually based on experience

Project/Position Overview:

The purpose of this project is to focus on the preservation of seventeen total historical housing units. There are sixteen that are part of the Fort Yellowstone National Historic Landmark and one CCC era cottage that is part of the Mammoth Hot Springs Historic District. All work shall be conducted in accordance with HPTC Treatment Guidelines and the Secretary of the Interior's Standards for the Treatment of Historic Properties (2017). Where the severity of deterioration requires repair or limited replacement of a distinctive feature, the new material will match the old in composition, design, color and texture. In select cases, limited in kind replacement would occur where building components and systems are well beyond their design life such as for roof systems including underlayment, flashing, drip edges, roof finishes (metal, wood shingle, tile), cornices, fascia, trim
gutters and downspouts and appropriate drainage needs. Front Row houses used to have integrated rain gutters on them and these were likely removed due to ice and snow causing maintenance issues with their repairs and we will not re install these gutters, but will address rainwater and snowmelt by using swales, French drains, buried perforated pipe, or other mitigation. Work will also include the repair of failed foundations; correct
drainage issues; repair and restoration of windows; installation of new storm windows (with most being operable with screens); repair and/or limited in kind replacement of front and rear porch components including steps and railing; repair or replacement of front and rear entry sidewalk; repair or restoration of chimneys.

This role is contingent upon award.

Responsibilities and Duties:

  • Provide technical assistance and support to CO during construction. 
  • Arrange, attend and facilitate a variety of meetings, including weekly meetings at the project site. 
  • Document issues encountered and problems experienced with the construction contractor. 
  • Review contractor's baseline and progress schedules.
  • Draft project related correspondence for NPS to review and issuance 
  • Inspect the work of the construction contractor for progress, workmanship, quality and conformance with contract documents, applicable building codes and safety standards.
  • Deliver reports, reviews, evaluations, design work, etc. to CO.
  • Review and process Construction Contractor's RFIs and assist in resolution, draft response, tracking, and follow up.

Required Education, Knowledge and Skills:

  • Education and professional qualifications related to construction, architecture, and engineering.
  • 5 years related Construction Management Experience.
    • Experience with historic structures required
  • Minimum of OSHA 30-hour construction safety training required.
  • Knowledge in construction practices including applicable building codes, applicable safety regulations (must have a minimum of Occupational Safety and Health Administration (OSHA) 30 hour construction safety training), cost breakdown estimating and negotiating, and technical writing.
  • Knowledge of cost estimating with breakdown of labor, materials and equipment costs for proposed construction contract modifications.
  • Ability to read and interpret plans, schedules, and other specifications.
  • Written and verbal communication, problem-solving, and conflict resolution skills
  • Knowledge of software including Microsoft Project, Word and Excel.
  • Maintain a valid driver's license.
  • Qualified applicant must be able to pass a background check.
  • Ability to walk or climb on a daily basis to observe contract performance.
  • Ability to communicate effectively with a diverse range of individuals.
  • Ability to multi-task and prioritize in a fast-paced work environment.
