Providence specializes in developing strategic communications plans with extensive expertise in public affairs campaigns designed to produce successful project permitting. Our firm provides public relations support, website development and manages multiple social media accounts for our clients daily. Our current clients include those in the agriculture, water, oil and gas, transportation, healthcare, nonprofit, retail and telecommunications industries.
POSITION SUMMARY:
The Government and Public Affairs Manager reports to the Vice President, Operations and is a full-time, exempt employee primarily responsible for developing strategic communications, and planning and implementing a broad range of public relations activities to advance client objectives. The Government and Public Affairs Manager is based in Bakersfield, CA and maintains a high level of expertise on water, oil and gas, agriculture, telecommunications, politics, public safety, and related issues.

- Develop, integrate, and implement strategies and associated activities designed to align with and achieve Providence’s client goals.
- Ensure that the Providence team understands our client’s goals, and that strategies are being executed by the team.
- Plan all activities and tasks in advance and set realistic team goals and deadlines.
- Work with the CEO, Project Managers, and other staff, to achieve organizational goals and objectives by administering the communications and public relations initiatives, as determined by the larger organizational strategic planning process.
- Work closely with the Providence Team to ensure that messaging for the client is accurate and aligns with the client’s narrative, as well as get approval for new client projects and associated activities.
- Maintain and enhance meaningful relationships with targeted, high-level external audiences including elected officials, community leaders and organizations including Chamber of Commerce, taxpayer advocates, labor leaders and industry representatives.
- Oversee maintenance of Media Lists for central valley outlets.
- Understand proper ranking protocol and educate team member and clients on proper address for elected officials.
- Monitor public meetings, capture relevant details and apprise clients. To include legislative committees, County Board of Supervisors, City Council meetings, SJVAPCD,CVRWQCB etc. as well as school boards, water boards and others depending on client needs.
- Cultivate and maintain strong media relationships. Update media list as needed. Work closely with the CEO and other staff on media messaging for Providence and specific clients.
- Advance company’s and client’s position with relevant constituents.
- Develop and execute varied and integrated communications projects including websites, print publications, newsletters, digital communications, media, and public relations.
- Oversee creation and launch of new media and marketing. Approve new content, and ensure content reflects the client’s goals.
- Evaluate an integrated strategic communications plan to advance Providence’s brand identity and broaden awareness of the company’s offerings.
- Responsible with planning and allocating the client’s budget, which includes: monitoring spending, approving purchases, reallocating funds and approving invoices.
- Provides support and assistance as assigned to initiate and secure new business through proposal development process and business acquisition (new project hand-off, setup, cross-sell and marketing opportunities).
- Direct, develop, schedule, train, and measure performance of staff as needed.
- Complete other duties as assigned.

MINIMUM QUALIFICATIONS:
- A bachelor’s degree in Public Administration, Communications, Political Science, Journalism, or closely related field is required.
- Minimum ten (10) years’ experience in public affairs, government affairs, marketing or similar is required.
- Minimum three (3) years’ experience in budgeting principles and practices.
- Familiarity with web design, content management systems, and graphic design.
- Strong Community Relations skills are required.
- Hard working team player with exceptional organizational skills and outstanding accuracy, communication, and speaking and writing ability.
- Excellent collaborative and decision-making ability
- Flexibility with hours – available for day and evening and weekend meetings/events.
- Must possess a reliable vehicle, have a valid California driver’s license with driving record acceptable to the Company’s insurance provider, and be able to travel within the Central Valley.
- Excellent working knowledge of Microsoft Office Suite software is required.
- Requires daily and/or weekly contact with peers in own department, as well as management, to assure effective collaboration and obtain necessary approvals for current projects. Also requires daily and/or weekly contact with clients to assure effective project outcomes.
