- Awarded consultant is required to be onsite at their assigned work location at the frequency required by the Office of Information Technology Services (ITS). This frequency is subject to change with advanced notice.

Mandatory Qualification
- Level III- More than seven (7) years of experience working on complex projects with 2 or more years in a leadership role as a Project Manager
- Minimum seven (7) years of experience working on implementing a Health and Human Services eligibility system within one of the domains of Public Assistance, SNAP, HEAP, or Child Support
- Five years' Experience with Agile development and technical project management
- Minimum of one (1) project as project manager responsible for managing a budget greater than $50 million with matrix managed/vendor sourced deliverables
- Minimum of one (1) completed project as a project manager which is federally funded requiring project management activities to conform to federal requirements prior to project implementation (e.g., testing, deployment, pilot, and other federal program specific requirements)
- Minimum seven (7) years of experience managing government projects
- Minimum ten (10) or more years of experience implementing projects utilizing industry standard system development life cycle methodologies
- Minimum of three (3) projects as the project manager accountable for end-to-end software development lifecycle management in which each project had defined phases for initiation, requirements, development, testing, deployment, and operational support
- Bachelor's or Master's degree with coursework in Information Technology, Business or Public Administration, Project Management and/or Communications
- Current PMP or PgMP certification from the Project Management Institute
- Managing key components of the project scope, schedule and budget. This includes, but is not limited to, managing variances, overseeing staffing plans, and implementing alternatives to mitigate project risk related to scope, schedule and budget
- Managing risks, issues, communications, actions, and project interdependencies for assigned key components of the project scope
- Managing project team members, in a matrixed environment, so that the team members' tasks are delivered with a high degree of quality and contribute the expected value to the project
- Facilitating detailed task planning with technical resources that includes managing resources, in a matrix management organization, and collaborating with management on resource allocations based on project priorities
- Proactively identifying and assessing project risks and mitigation strategies along with managing associated mitigation plans with the project stakeholder community
- Identifying and persistently pursuing issue resolution with team project members and the project stakeholder community
- Facilitating project meetings to clarify business needs and promote decision making. This includes, but is not limited to, preparing agendas in advance of meetings and preparing meeting minutes and action items
- Collaborating with project team members and project stakeholders to ensure project objectives are understood and that roles and responsibilities are well defined
- Overseeing and coordinating vendors that support rules extraction and use case documentation, including scope adherence, methodology adherence, resource management, deliverable review, deliverable approval, and progress reporting
